Town Board Meeting Minutes
Wednesday, April 2, 2014
Chairman Schachtner called the meeting to order at 8:00 p.m. at the Town Hall. Present were Germain, Demulling, Plourde, Rauch and Schachtner. Motion by Plourde, seconded by Rauch to approve the agenda. Motion carried. The Pledge of Allegiance was recited. No public input.
Clerk’s & Treasurer’s Report: Plourde requested an addition to the March minutes under the Fire Inspections Ordinance Amendment Chapter 18-62 to state “annual fire inspections will begin January 1, 2015.” Motion by Germain, seconded by Demulling to approve the March meeting minutes with the start date for annual inspections as noted above. Motion carried. Motion by Demulling, seconded by Plourde to approve the March financial report. Motion carried.
Parks & Rec Committee Report: Committee will meet in April, conducting on site visits to all parks. A patrol schedule for law enforcement will need to be sent to Jeff Klatt at Sheriff’s Dept. Parnell Prairie Preserve controlled burn needs to be scheduled, weather permitting.
Building Inspector’s Report: Motion by Rauch, seconded by Germain to approve the March Building Inspector’s report of one shed. Motion carried. Weight Limits are post on all Town roads as of March 26th.
Animal Control Report: Motion by Plourde, seconded by Demulling to approve the March Animal Control report. Motion carried.
Fire/Rescue Commission Report: Plourde read the report from Belisle. 27 calls for the month of March. 93 calls so far in 2014, compared to 83 calls in 2013. New truck delivery date is May 16th. Pea Soup Days planning continues. Equipment and small repairs are being performed on the Tahoe. Motion by Germain, seconded by Demulling to approve the Fire/Rescue Commission report. Motion carried.
New Business - Oath of Office for Supervisors Demulling & Germain: Koester administered the Oath of Office to Supervisors Demulling & Germain for a 2 year term. Oath Book was signed.
Consideration for Town to Invoice Insurance Companies/ Homeowner for Structure Fires in the Amount of $500.00 Per Call: Per Town Ordinance Chapter 18, the Town Clerk will bill $500.00 to the property owner for all structure fires effective immediately.
Consideration of Ordinance Amendment Chapter 34-265 Changing Required Asphalt Thickness from 2 ¼” to 2 ½” on Roads: Motion by Plourde, seconded by Demulling to adopt Ordinance Amendment 34-265 making the new requirement for asphalt at 2 ½” thick instead of 2 ¼” on all town roads. Motion carried. This ordinance will be published as required by law.
Comments from Town Board on Palomino Hills Major Subdivision Concept Map Submitted to County: The County is asking the Town for any comments on the concept map for their Technical Review Committee prior to April 16. Motion by Plourde, seconded by Germain to inform the county that all nine issues in the Alex Blackburn’s letter dated March 25th are a big concern to the Town; the Town requests all nine issues to be addressed and resolved before a concept map is submitted to the Town; and the Town questions what the plan is for the existing signs on the property. Motion carried.
Consideration of Resolution 2014-01 from St. Croix Co. Hwy. Dept. to Facilitate the Town’s Utility Process Within the Road Right-of-Way or Town to Issue and Facilitate the Utility Inspections: Much discussion and upon the recommendation of the Transportation & Facilities Committee, motion by Germain, seconded by Plourde to reject adoption of Resolution 2014-01 and to have the Town do its own utility permitting effective June 1, 2014. Dave Steel will be primary contact person. All utility companies will be sent a letter informing them of the new process. Motion carried.
Consideration of Adoption of New Application Forms & Fees/ Fee Schedule for Subdivision, Rezoning, Special Exception & Design Waiver Requests: After a very lengthy review of all ten forms, motion by Rauch, seconded by Demulling to adopt all of the new application forms for land division, rezoning, special exception permit and design waivers and the fee schedule. Motion carried. All forms will be posted on the Town’s website.
Planning Commission Report - Consideration of Adoption of a Developer’s Agreement: The Planning Commission presented a Developer’s Agreement to the Town Board for consideration. The purpose of this agreement is to protect the municipality from the cost of completing subdivision improvements itself and making applicable provisions of the Town Municipal Code. As well as seeking the health, safety and welfare of the community by requiring the various improvements in the subdivision process while serving as a general outline governing development. Motion by Demulling, seconded by Plourde to adopt the Developer’s Agreement as presented. Motion carried.
Rauch reported Storm water/Wastewater Coalition will be discussing appointment of a Treasurer and how payments are going to be processed. The original Memorandum of Understanding did not include Towns of Star Prairie, Richmond, Cylon & Stanton so a recommendation was made to have Dan Bauman/WI DNR formally recommend to GMAT , WI DOT & MN DOT to add these four towns to the coalition. GMAT meeting primarily reviewed allocation of funds to various projects.
Transportation & Facilities Committee Report - Roads, Equipment, Weight Restrictions, TRIP D Grant on 160th Ave. & 75th Street: Schachtner reported on last meeting and presented a color-coded map of proposed road projects. Town has received no official notice on the TRIP D grant application for 160th Avenue/75th Street.
Seal coating, AMZ, Crack filling, Overlaying Asphalt Projects – Sealed Bid Ad or Consideration to Use County: Motion by Germain, seconded by Rauch to utilize St. Croix County Hwy. Dept. for seal coating, AMZ, crack filling and overlay projects. Motion carried.
