WIS DOT: 8/28/14 Public Hearing - Hwy 64 Freeway Conversion Project

ALL INTERESTED PERSONS are advised that the Wisconsin Department of Transportation will hold a public hearing as provided by law to consider the Environmental Assessment prepared for the designation and conversion of WIS 64 as a Freeway and Expressway between 150th Avenue and WIS 65 in St. Croix County.
The Proposed Action (Project ID 8110-01-03) would officially designate WIS 64 as a Freeway between 150th Avenue and WIS 35 and as an Expressway between WIS 35 and WIS 65 through the process established in Wisconsin State Statute 84.295(10)(a). This Statute is a long-term official mapping and planning tool available to WisDOT to help protect and preserve the necessary right-of-way for future transportation needs. This proactive tool allows WisDOT to address safety, operation, mobility and capacity issues in advance of long-term needs. No property will be acquired at this time.
The Proposed Action is located solely in St. Croix County. The length of the entire project corridor is 12.39 miles. The freeway designation is a declaration action only and does not change the existing conditions along WIS 64 between 150th Avenue, the St. Joseph and Somerset town line, and WIS 35. The expressway designation of WIS 64 between WIS 35 and WIS 65 would entail the ultimate closure of the WIS 64 medians at the 85th Street/Rivers Edge Drive, 95th/100th Street, and County K/North 4th Street intersections. New structures over WIS 64 would be constructed between 85th Street/Rivers Edge Drive and 95th/100th Street and at the County CC intersection. New service road connections would also be constructed near these locations to provide access to WIS 64 from local road connections. A total of two residences and four agricultural buildings would ultimately be acquired to implement the Proposed Action when funding is identified.
The public hearing will be held on Thursday, August 28, 2014 at the Town of Star Prairie Town Hall, 2118 Cook Drive, Somerset, Wisconsin. The public hearing will be conducted from 5:00 p.m. to 7:30 pm. Interested persons may attend anytime between 5:00 p.m. and 7:30 p.m. to review displays and other hearing materials, ask questions, and provide testimony.
The traditional-style portion of the public hearing will begin at 5:30 p.m. and will end when all interested persons have provided testimony or 7:30 p.m., whichever occurs first. The traditional-style portion of the public hearing will begin with an informational project presentation prior to accepting traditional-style testimony from the public.
The meeting facility is wheelchair accessible. Hearing impaired persons needing assistance should contact the Wisconsin Telecommunications Relay System (dial 711). To allow for arranging assistance, please call no later than three working days prior to the public hearing.
WisDOT project staff will be available for informal discussion to explain the Proposed Action and answer questions. Exhibits of the proposal will be on display and a statement about the Proposed Action will be available for review.
All interested persons are invited to attend the hearing and to present relevant verbal and/or written testimony concerning the establishment of approximate locations and widths of rights-of-way necessary for the proposed future freeway and expressway in accordance with the provisions of Section 84.295(10)(a) of the Wisconsin Statutes; the social, economic, and environmental impacts and effects of the proposed action; and whether the Proposed Action is or is not in the public interest and consistent with the goals and objectives of area planning.
There will be no relocation of persons or businesses as a result of the official mapping. However, the Proposed Action, when ultimately constructed, could require the relocation of two households located in two residences. Any person who feels that he or she may be thus affected by the proposed improvement may obtain relocation assistance information at the Department’s Northwest Region Office, (715) 836-2891.
The Environmental Assessment has been revised as of July 15, 2014. The revision is an addition of a new exhibit to further clarify the proposed action; there are no substantial changes to the Assessment document.

Persons with an interest in or knowledge about historical and archaeological resources in the project area are invited to present such information at the public hearing.
Provisions have been made for the submission of written statements or other exhibits in place of or in addition to the testimony presented at the public hearing. This additional testimony will be included in the hearing record if postmarked no later than September 4, 2014. Mail this additional testimony to the project manager contact listed below.
