Town Board Meeting Minutes
Wednesday, September 6, 2017

Chairman Schachtner called the meeting to order at 8:00 p.m. Present were Rauch, Germain, Demulling, Plourde and Schachtner. The Pledge of Allegiance was recited. Motion by Plourde, seconded by Demulling to approve the agenda. Motion carried. Schachtner announced the meeting was being recorded.
Public Input: Rita Lawson reported the Library Board has decided to move forward on fundraising for building expansion and a fundraising group has been hired. There is support in the community for the expansion. Bill Lawson announced the St. Croix Bicycle and Pedestrian Trail Committee has been meeting with concern that Landing Hill area is a key obstacle. They are looking to hire an engineer for a study that they will pay for to determine what side of Hwy. 64 is best for a bicycle trail connection. Marty Hauble, Somerset ATV Club, was in attendance to fill everyone in on what has been going on with the ATVs. Additional signage on 80th St. and 210th Avenue, incident on 210th & 62nd St. led to Hauble meeting with a resident, issue on 200th Avenue required closing the road down to communicate with all residents and businesses on 200th Avenue and there have been no incidents in the last 30 days. Hauble is encouraging residents to contact him or the ATV Club if there are any issues.
Clerk's & Treasurer's Report: Motion by Rauch, seconded by Plourde to approve the August meeting minutes. Motion carried. Motion by Plourde, seconded by Rauch to approve the August financial report. Motion carried.
Building Inspector's Report: Motion by Demulling, seconded by Rauch to approve the Building Inspector's report as provided. Motion carried.
Animal Control Officer Report: No animal calls for the month of August.
Fire/Rescue Commission Report-Consider Approval of $14,000 +/- for SCBAs (Includes 4 Thermal Imagers): Plourde read Belisle's report consisting of 26 calls for service in August. Total calls for this year are 242 compared to 270 for the same time last year. Fire prevention at schools on October 10 and open house at fire station evening of October 12. Requesting 5% requirement of FEMA grant to be paid by Town & Village board. Motion by Germain, seconded by Demulling to approve up to $14,000 for the SCBAs and 4 Thermal Imagers in regard to 5% of FEMA grant to come out of the Fire Dept. Capital Outlay account. Motion carried. Belisle brought up that the Fire Dept. needs more storage.
Parks, Rec & Planning Commission Report: No meeting.
Old Business: None.
New Business - Consider Small Gathering/Special Events Permit for T-Buckets Hometown Bar for October 14 Event, 3-5 pm: Shawn & Traci Libersky submitted an application for a small gathering /special event permit (a burn out contest) for October 14th from 3-5 pm. Libersky's also submitted proof of insurance liability. This event was held at the bar prior to the Libersky's purchasing the bar. Burnout contest would be held in the parking lot with each burnout lasting about 45 seconds and there are two heats with up to 15 entries. There are breaks in between the burnouts so the noise is not constant. Motion by Rauch, seconded by Germain to grant T-Buckets Hometown Bar a Special Event Permit for the Burnout Contest on October 14th from 3-5 pm. Motion carried.
Concert in Village/Noise Complaints: Rauch received an email regarding noise complaints from recent concert held in the Village. Consensus was to address the issue at the next joint meeting.
Set Public Budget Hearing, Special Town Meeting of Electors & Special Town Board Meeting Date & Time: Motion by Rauch, seconded by Plourde to set Wednesday, November 15th at 6:30 p.m. as the Public Budget Hearing, Special Town Board Meeting of Electors and Special Town Board meeting to consider the 2018 budget and levy approval. Motion carried.
Transportation & Facilities Committee Report: 60th Street project is progressing. Discussion on Hwy. 35 project.
TRI D Grant Application: Schachtner will contact Fedderly.
Equipment: Loader needs wiring harness.
