commission Joint meeting minutes

Town Chairman Ed Schachtner called the meeting to order at 7:00 p.m. Present from the Town Board were: Doug Plourde, Shane Demulling, Larry Rauch, Lenny Germain, Ed Schachtner. Present from the Village Board were: Greg Sayers, Ron Hill, Bartt Palmer, and Jeff Johnson. Fire/Rescue Commission: Tom Roy, Absent: Rita Lawson, Gerald Mullenberg, Zachary Eichten.

The Pledge of Allegiance was recited. Motion by Germain, seconded by Johnson to approve the agenda. Motion carried. No public input.

Minutes from February 11, 2009 Meeting: Motion by Plourde, seconded by Sayers to approve the February 11, 2009 Joint Meeting Minutes with the correct spelling of Duggan's name. Motion carried. Rauch abstained.

Treasurer's/Financial Report as of 5-31-09: Review and discussion of revenues, expenditures and fund raising money. Motion by Demulling, seconded by Plourde to approve the Financial Report as of 5-31-09. Motion carried.

Historic Old Town Hall Committee Report: No report

Old Business - Payment/Donation for 2008 Concert Season: Johnson announced payment would be delivered tonight.

Fire/Rescue Dept. Insurance Proposals Clarification: Belisle explained the department checked with Rural Mutual and Laub & Horton. Laub & Horton adjusted their rates to be competitive, so Fire/Rescue Dept. retained them as their carrier.

New Business - Convening into Closed Session per WSS 19.85 (1)(f): Discussion on whether it was necessary for the Boards to convene into closed session or if the issue should be addressed by the Fire/Rescue Commission first, then brought to the Boards. Tom Schumacher, Village attorney, advised the agenda states all three governmental bodies are present, therefore, the option is available to convene into closed session. Motion by Johnson, seconded by Hill to convene into closed session per WSS 19.85 (1)(f) considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or investigation of charges against specific persons except where par.(b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Motion carried. Roll call vote: Sayers - yes, Hill - yes, Johnson - yes, Germain - yes, Rauch - yes, Schachtner - yes, Demulling - yes, Plourde - yes, Roy - no, Palmer - yes. (9 yes; 1 no) Demulling & Palmer sat out of closed session due to their representation on the Fire/Rescue Commission. Closed session at 7:35 p.m.

Chief Belisle and Fire/Rescue Commission members were invited into closed session at 8:15 p.m.

Motion by Johnson, seconded by Rauch to reconvene into open session. Roll call vote: Johnson - yes, Sayers - yes, Hill - yes, Palmer - yes, Demulling - yes, Germain - yes, Plourde - yes, Schachtner - yes. Rauch - yes. Motion carried. Reconvened into open session at 8:30 p.m.

Location of Mailboxes for Village Residents along Old Town Hall Property at Garfield Street: Discussion and concern about maintenance and appearance of the cluster of mailboxes. Johnson stated the Village would address the issue. Town Board consensus was as long as the mailboxes were uniform with a nice appearance, they had no opposition.

Set Time & Date of Next Joint Meeting: Joint meeting tentatively set for Wednesday, September 30, 7:00 p.m. at the Village Hall

Village Board Action Only:

Motion by Johnson, seconded by Ron Hill to approve Resolution 2009-03 a Resolution Declaring Official Intent to Reimburse Expenditures for Clean Water Fund Project. Motion carried. Roll call vote: Johnson - yes, Sayers - yes, Hill - yes, Palmer - yes.

Motion by Johnson, seconded by Sayers to approve Resolution 2009-04 Authorizing a Representative to File Application for Financial Assistance from State of Wisconsin Clean Water Fund Project. Motion carried. Roll call vote: Johnson - yes, Sayers - yes, Hill - yes, Palmer - yes.

Motion by Demulling, seconded by Germain to adjourn. Meeting adjourned at 8:45 p.m.
