Joint Meeting Minutes

April 23, 2014
Chairman Schachtner called the meeting to order at 7:05 pm at the Town Hall. Present: Jeff Johnson, Ryan Sicard, Bartt Palmer, Greg Sayers, Robert Krueger and David Carufel for the Village. Ed Schachtner, Lenny Germain, Douglas Plourde, Shane Demulling and Larry Rauch for the Town. Travis Belisle, Jason Crotty and Brian Duggan for the Fire Department. Tom Roy and Rita Lawson for the Fire/Rescue Commission. Absent: Bob Campbell & Jon Mitchell. The Pledge of Allegiance was recited. Motion by Johnson, seconded by Demulling to approve the agenda with Water for Old Town Hall moved up to the top. Motion carried. Public input-Rita Lawson gave an update on the library expansion project. An architect will be interviewed and hired to make a feasibility plan. Lawson asked about status of parcel on the corner by the school district. Sicard answered it is privately owned. David Carufel stated he spent some time with Norma Scott at the library and he commented on how busy the library is. Carufel encouraged everyone to go down there and view the services and needs of the public. Rita Lawson commented that the library has done some fundraising and have acquired some start up funds, unlike 20 years ago when they had no funds on hand.
Minutes from Previous Joint Meeting: Motion by Plourde, second by Rauch to approve the January 29th, 2014 joint meeting minutes. Motion carried.
Fire/Rescue Financial Report for 1st Qtr.: Tahoe expense came out of the $13,000 (approx.) funds left over from 2013. $3,295.00 was received from the insurance company for the Crown Victoria, which included the funds for the graphics. Motion by Sicard, second by Johnson to approve the Financial Report as presented.
Water for Old Town Hall Plants: Johnson said they have discussed the inability to provide a water line to the Old Town Hall due to frost issues. Johnson suggested using a rain barrel that is filled by the fire hydrant with a lid and faucet. Bob Gunther suggested a 500 gallon tank with an electric pump on it. Gunther stated the Village public works could fill the tank and could even provide fertilizer. Discussion on putting the tank in the back by the old vault area and disguising it. Town would pay for tank and setup and Village would provide the water.
Old Business - Pea Soup Days: Belisle stated the planning is going well. Approximately $6,000 has been raised from sponsors with checks still coming in. Plourde commented that the important thing is to document all of the steps that go into the planning so in future years there’s information written down for the people planning the event.
Parnell Prairie Preserve Controlled Burn: The scheduled date for the burn is Sunday, April 27th with an alternate date of May 10 or 11. Belisle stated with the rainy weather, the April 27th date most likely won’t work. Belisle stated it might have to be burned in sections. Adjacent landowners have been notified of the dates.
Update on New Fire Rescue/Pumper Truck: Expected delivery May 29th.
Tahoe - Crown Victoria Replacement: Belisle reported the Tahoe was $5,500.00 from Bayport Fire. Blue lights had to be changed to clear and a used siren added. Belisle stated there is $8,000 into the vehicle - if purchased complete it would’ve been $17,000-$18,000. Sicard stated this type of vehicle is more useful than a car. Germain inquired about the ambulance sitting outside. Crotty stated they will try to find a place for it inside. Belisle isn’t quite sure if the department should keep the ambulance or get rid of it.
New Business - Appointments-Fire/Rescue Commission Seats, Chief and Asst. Chief: Palmer stated he was reappointed as Chairman, Plourde as Vice Chairman, and Rita Lawson as Secretary. Chief and Asst. Chief is every 2 years. Motion by Johnson, seconded by Germain to approve the Fire/Rescue Commission appointments as noted above. Motion carried.
Charging Insurance Companies for Structure Fire Calls: Plourde stated the Town has begun the process of charging insurance companies/resident owners $500.00 for structure fire calls, per their ordinance. Johnson stated he doesn’t believe the Village has an ordinance for fire calls. Johnson stated the taxpayers already support the fire service. Belisle commented the charge would go to the homeowner to turn into their homeowner’s insurance company as part of the claim. Schachtner stated the Village can decide on their own if they’d like to charge for structure fires.
2012 Audited Financial Statements Report: Plourde stated the Fire/Rescue Commission has reviewed the 2012 audit report. Motion by Sicard, seconded by Plourde to accept the 2012 audit as presented. Motion carried.
Department Upgrades and Repairs: Belisle presented signage from Whiplash Graphics for “No Parking” on fire doors, floor needs to be refinished and bathroom could use remodeling. Demulling stated if there is a need for improvements, the Town is responsible since the Village is paying a lease. Motion by Plourde, seconded by Rauch to approve “No Parking” signage on Fire Dept. doors by Whiplash Graphics. Motion carried. Belisle is getting quotes on refinishing the floors in the bays and the office and will bring them to the Town meeting.
Next Meeting Date: The next joint meeting was set for Wednesday, July 23, 2014 at the Village Hall.
Motion by Johnson, second by Germain to adjourn the joint meeting at 8:10 p.m. Motion carried.
