CITY OF NEW RICHMOND: City to pick up yard debris
The City of New Richmond street crew will pick up bagged leaves and grass clippings starting April 21. Bags must be on the curb by 8 a.m. on the 21st and are not to exceed 50 pounds. Limbs and brush will also be picked up, but not roots. Limbs are not to exceed 6 feet in length and 5 inches in diameter.
Also, a compost site will be open to City of New Richmond residents for leaves, limbs and brush starting on April 21 8 a.m. to 4 p.m., Mondays through Fridays and 8 a.m. to noon on Saturdays.
CITY OF NEW RICHMOND: Gluten class offered at Friday Library
So what’s the lowdown on celiac disease, gluten sensitivity, and celebrities who bash wheat products? The answers can be found at Friday Memorial Library. Wednesday, April 23, at 6:30 p.m. clinical nutritionist and personal trainer, Jill Tiffany will explain if gluten could be a culprit in your health situation. In addition, the library has a large selection of gluten-free diet and recipe books and eBooks.
Gluten is a protein composite found commonly in wheat, barley, and rye. The library has seen a trend in people wanting to learn more about the gluten-free lifestyle and celiac disease, an immune reaction to eating gluten. According to the Mayo Clinic, a gluten-free diet is the only medically accepted treatment for celiac disease.
Jill Tiffany runs her practice in Baldwin, as a clinical nutritionist and certified personal trainer. She has been a health educator for over 20 years coaching high school athletics, teaching physical education, serving as a consultant for athletic teams, and implementing wellness plans for corporations. CITY OF NEW RICHMOND: Loyalty Day set for May 1
The New Richmond City Council passed a resolution at its Monday night meeting to proclaim May 1 as Loyalty Day in the City of New Richmond.
According to Congressional Act 85-529 of 1958, every May 1 is Loyalty Day, and its purpose is to serve as a specific occasion when all American citizens should reaffirm their complete loyalty to America by demonstrating against individuals who advocate the overthrow of the U.S. government.
According to Vern Loehr, commander of New Richmond VFW Post 10818, every VFW post is required to attend a Loyalty Day celebration, and the nearest one is across the state. He said it is his post’s intention to have a small celebration in New Richmond for Loyalty Day this year and perhaps do a large event in 2015 with a full-scale parade.
TOWN OF ST. JOSEPH: Speed limit reduced on County Road I
St. Croix County Highway Engineer Jeffrey S. Derke said in an email Monday that the signing crew was scheduled to put up the speed limit and school bus stop ahead signs Monday that the Town of St. Joseph requested over the winter.
The St. Croix County Transportation Committee voted to lower the limit to 45 mph on a one-mile segment of County Road I between Somerset and Burkhardt at its Jan. 10 meeting in Hammond. The segment runs from the curve just north of County Road E north to Perch Lake Road. The committee also voted to revisit the speed limits in that area one year after the St. Croix Crossing opens to see if they’re still pertinent.
The new speed limit signs will be flagged as is customary when changing the posted limit.
ST. CROIX COUNTY: Watch out for deed scams
St. Croix County Register of Deeds Beth Pabst has announced that AB-592, relating to solicitation of a fee by a business or individual for a public record, granting rule-making authority, and providing a penalty, recently passed and was signed into law by Gov. Scott Walker on April 8, as Act 247.
The legislation requires non-government agencies to specify there is no requirement to purchase a public record or deed from them, list what government agency does provide that record, and include the pricing of that government agency. The legislation puts specific parameters on solicitations that companies can send consumers.
Over the past few years, there has been a significant increase in deed-processing schemes that target new and existing homeowners. Homeowners receive official looking notices recommending they obtain a deed and property profile to their home in order to confirm their ownership in the property for a fee that is anywhere between $60 to $90. Although the practice is legal, it is certainly unethical to use strong language and insinuations to lead customers to believe they must pay a large sum to get copies of their documents, when in reality it costs just a few dollars.
Pabst said the property profile and deed are already public information in her office and residents can stop by anytime to take a look for free.
Most homeowners should have received the original deed when they purchased their property. If not, they can obtain a copy through the Register of Deed’s office for a minimal fee of $2 or $3 depending on the number of pages. Fees are governed by Wisconsin State Statute 59.43(2)(b).
The same situation is also occurring from companies wanting to assist consumers in obtaining copies of their birth certificate. Companies have the consumer fill out the standard state vital records request form and then charge the standard state fees of $20 plus an additional $69 “service” fee.
According to Pabst, “The Register of Deeds office does not send out solicitations for real estate or vital records. If you ever receive a letter offering to assist you in obtaining copies of your real estate records or birth certificate, please stop by our office or give us a call and we will be glad to help.”

CITY OF NEW RICHMOND: City accepts farm lease bid
The New Richmond City Council approved a $30,750 bid by Roger Neumann to farm on 153.25 acres of city-owned land from 2014 to 2016.
The last three-year farm lease, which included the same land, was awarded to Dennis Neumann for $24,000.
This year, Roger Neumann outbid Dennis Raddatz, Jason Raymond, Dennis Neumann and Gerrit Van Dyk, who submitted bids ranging from $11,437.50 to $28,211.26.
The city land leased for farming includes 25 acres along 140th Street, 50 acres at Freedom Park and 78.75 acres at the business and technical park.
