Looking to make a few extra bucks over the holidays? It won't be so easy this year.

Milwaukee's Manpower Inc., says the seasonal job market is the weakest since 1991.

Thirteen-percent of U.S. retail and wholesale outlets said they'd hire fewer workers from October through December.

That's the largest percentage decrease since 1991, when 10 percent of stores brought in less holiday help.

Bill Michaels of Milwaukee's Deloitte Consulting says stores have improved their inventories to weather the economic storm and they plan to have smaller staffs for the shopping season.

Target started hiring temporary workers earlier this month, but the numbers will reflect the slower sales environment.

Walmart expects to hire about the same number of workers nationally as a year ago but each store will make its own decisions.

And Bon-Ton -- which owns Younkers, Boston Store, Herberger's, and Elder-Beerman -- says most of its stores won't hire seasonal workers until November. That's a few weeks later than normal.
