St. Croix County Sheriff John Shilts said Loren H. Phillips, 43, was the alleged driver of a stolen car taken from 787 Pine Ridge Terrace, town of Troy. The car was reported headed into Minnesota, and Washington County authorities located it. They gave chase back into Wisconsin where the vehicle crashed near County Road V and 150th Street in the town of St. Joseph at about 5 a.m.

"A house was broken into on 24th Street which was the general direction the suspect was believed to be going," said Shilts. The emergency response team (SWAT) and police dogs from St. Croix County were called in to secure the houses on the dead-end street at about 8:45 a.m. They cleared the area around noon.

The sheriff said the suspect had "a lengthy criminal history." St. Croix County Jail records show Loren H. Phillips with a River Falls address was booked on a domestic-disorderly conduct charge Nov. 5

Shilts urged anybody who notices suspicious activity in the area to call the St. Croix County Sheriff's Department at 715-381-4320.
