Notice to Bidders SCADA Upgrades Project New Richmond Utilities, New Richmond, Wisconsin

Owner...New Richmond Utilities hereby gives notice that sealed Bids will be received for the New Richmond Utilities SCADA Upgrades Project. Time...Sealed Bids will be received until 2:00 p.m. Local Time, on Friday, May 29, 2009 in the offices of New Richmond Utilities, 156 East First Street, New Richmond WI 54017. Immediately following expiration of the time of receiving Bids, the Owner will publicly open the Bids in the New Richmond Utilities Boardroom at the above address. Project Description...The project generally consists of furnishing, installing and commissioning a Supervisory Control and Data Acquisition (SCADA) system for the City of New Richmond, WI that will provide a means of monitoring and controlling the existing wastewater treatment plant, main and remote wastewater lift stations, wellhouses, water towers, and booster station. Bidding Documents...The Bidding Documents are on file for inspection at the office of New Richmond Utilities, 156 East First Street, New Richmond, Wisconsin and at Barr Engineering Company. Copies of the Bidding Documents may be obtained from the office of Barr Engineering Company, 4700 West 77th Street, Minneapolis, MN 55435, Attention: Sue Nelson. A $40.00 payment for each set of Bidding Documents is required. There will be no refund on the deposits. Bids shall be directed to Dennis Holtz, Wastewater Treatment Plant Supervisor, securely sealed in an opaque envelope and marked on the outside "New Richmond Utilities SCADA Upgrades Project." All Bids shall be made on the bid form furnished with the specifications.

Bid Security...All Bids shall be accompanied by a cash deposit, certified check, or bidder's bond payable to New Richmond Utilities in the amount of not less than 5% of the Bid, in accordance with the Instructions to Bidders.

Contract Security...The Bidder to whom a Contract is awarded shall be required to furnish both a Performance Bond and a Payment Bond acceptable to OWNER for 100% of Contract Price for each of the above Bonds, in accordance with the requirements of the Contract Documents. Bid Rejection/ Acceptance...OWNER reserves the right to reject any and all Bids, waive any informalities in bidding or to accept the Bid or Bids, which best serve the interest of the OWNER. Bid Withdrawal...No bid shall be withdrawn for a period of 60 days after the scheduled opening of the Bids without the consent of the OWNER. Published by authority of New Richmond Public Utilities.
