Notice of Public Hearing for Proposed Improvements of Interstate 94

NOTICE OF PUBLIC HEARING ON THE
ENVIRONMENTAL ASPECTS AND NOTICE OF AVAILABILITY OF AN ENVIRONMENTAL
DOCUMENT FOR THE PROPOSED IMPROVEMENT OF INTERSTATE 94
BETWEEN HUDSON AND BALDWIN
ST. CROIX COUNTY
ALL INTERESTED PERSONS are advised that the Wisconsin Department of Transportation will hold a public hearing as provided by law to consider the environmental aspects of the proposed expansion and reconstruction of I-94 between United States Highway (US) 12 and 130th Street including those aspects that may require application to the U. S. Army Corps of Engineers for the placement of fill materials into waters of the United States.
The Proposed Action consists of expansion and reconstruction of I-94 between US 12 and 130th Street. The project is located within the village of Roberts and towns of Hudson, Warren, and Kinnickinnic, St. Croix County, Wisconsin.
The Proposed Action includes expansion and reconstruction of I-94 with three travel lanes in each direction from US 12 through the Wisconsin State Highway (WIS) 65 interchange; reconstruction of I-94 with two travel lanes in each direction from the WIS 65 interchange through 130th Street; and replacement of the I-94 bridges over Kinney Road, 100th Street, and 130th Street. The Proposed Action will require strip acquisition of right of way and temporary easements.
Further information concerning the proposed improvement is available for inspection and copying at the Department\'s Northwest Region office in Eau Claire, Wisconsin at the address given below. Information can also be viewed online at http://www.dot.state.wi.us/ projects/nwregion/94/index.htm.
The public hearing will be held on Wednesday June 18, 2014 at the Roberts Elementary School gymnasium located at 202 South Division Street in Roberts, Wisconsin. The public hearing will be conducted from 4:30 to 7:30 p.m. Interested persons may attend anytime between 4:30 to 7:30 p.m. to review displays and other hearing materials, ask questions, and provide testimony
Written testimony and one-on-one private verbal testimony with a court reporter will be taken throughout the entire hearing timeframe from 4:30 to 7:30 p.m. An opportunity for public verbal testimony will begin at 6:00 p.m. and will end when all interested persons have provided testimony or at 7:30 p.m. whichever occurs first. The verbal testimony portion of the public hearing will begin with an informational project presentation prior to accepting verbal testimony from the public. The informational presentation will begin at 5:30 p.m.
The meeting facility is wheelchair accessible. Also, if you are hearing impaired and require an interpreter, one will be provided if you contact Mohamad Hayek at (715) 836-2065. Hearing impaired persons needing assistance should contact the Wisconsin Telecommunications Relay System (dial 711). To allow for arranging assistance, please call no later than three working days prior to the public hearing.
WisDOT project staff will be available for informal discussion to explain the proposed improvements and answer questions. Exhibits of the proposal will be on display and a statement about the proposed improvement will be available for review.
All interested persons are invited to attend the hearing and to present relevant oral and/or written testimony concerning the design aspects of the proposed improvement; the social, economic, and environmental impacts and effects of the proposed improvement including those impacts and effects for which permit application to the U.S. Army Corps of Engineers may be required pursuant to Section 404 of the Federal Clean Water Act; and whether the improvement is or is not in the public interest and consistent with the goals and objectives of area planning.
Land acquisition and schedules for construction will be discussed at the public hearing.
There will be no relocation of persons or businesses as a result of the proposed improvement.
Provisions have been made for the submission of written statements or other exhibits in place of or in addition to the testimony presented at the public hearing. This additional testimony will be included in the hearing transcript if postmarked no later than July 3, 2014. Mail this additional testimony to Mohamad Hayek, Northwest Region Project Manager, at the address given below.
ALL INTERESTED PERSONS are further notified of the availability of an Environmental Assessment of the proposal\'s impacts and effects which has been prepared and filed according to the State and National Environmental Policy Acts. This document indicates that no significant environmental impacts are anticipated to occur as a result of this improvement. The Environmental Assessment is available for inspection and copying at the following locations:
