Budget Hearing / Regular Meeting of the Village of Somerset

President Johnson called the regular meeting to order at 7:00 p.m. at the Village Hall. Present: Jeffrey Johnson, Ryan Sicard, Bob Campbell, Gerald Mullenberg, Ron Hill and Greg Sayers. Absent: Bartt Palmer.

Minutes: Motion by Sicard, second by Mullenberg to approve the minutes of the November 18, 2008 meeting and motion carried.

Committee Reports

PUBLIC WORKS: Project updates: Sicard and Crotty discussed the projects highlighting that Spring/Aspen/Rivard projects came in under the estimated budget. The Waste Water Treatment Plant building is up and enclosed with startup date in January and LeMire Street water main is substantially complete. Pay Requests: Motion by Sicard, second by Mullenberg to approve pay request #3 for the Waste Water Treatment Plant to Spring Lake Contracting in the amount of $45,896. Motion carried. Motion by Sicard, second by Sayers to approve pay request #9 for the Rivard/Spring Street project to A-1 Excavating in the amount of $35,521.06. Motion carried.

PUBLIC SAFETY: Operator License: Motion by Sayers, second by Hill to approve the operators' licenses for Ashley Hatch and Kearstin Walztoni and motion carried.

PLAN COMMISSION: Ordinance A-570: Motion by Sicard, second by Mullenberg to adopt ordinance A-570 annexing the Johnson Property into the village. All members voted yes and motion carried.

FINANCE/PERSONNEL: 2009 Budget: Motion by Johnson, second by Sicard to approve the 2009 Special Fund Budgets (Technology, TIF #2, TIF#3, Water Utility, and Sewer Utility). All members voted yes and motion carried. Health Insurance: Motion by Johnson, second by Sicard to change the employee health insurance coverage to Health Partners and motion carried. 2008 Employee Appreciation Gifts: Motion by Johnson, second by Sicard to approve the $50 Wal-Mart gift certificates to all full-time employees and $25 gift card to regular part-time employees as listed. Motion carried.

2008 Budget Transfers: Motion by Sicard, second by Sayers to adopt resolution 2008-08 budget transfers and motion carried. Police Chief Contract: Motion by Johnson, second by Sayers to approve the Police Chief contract for 2009 and motion carried.

NEW BUSINESS

Appointments: Motion by Sicard, second by Mullenberg to appoint Pamela Donohoe as Village Clerk/Deputy Treasurer/Economic Development Director term ending December 31, 2010. All members voted yes and motion carried.Motion by Sicard, second by Sayers to appoint Andrea Otto as Village Treasurer/Deputy Clerk term ending December 31, 2010. All members voted yes and motion carried.

Bills: Motion by Sicard, second by Mullenberg to approve the water, sewer and village bills in the amount of $170,191.29 and motion carried.

Adjourn: Motion by Sicard, second by Mullenberg to adjourn and motion carried. Adjournment: 7:23 p.m.
