President Johnson called the regular meeting to order at 7:05 p.m. at the Village Hall. Present: Jeffrey Johnson, Ryan Sicard, Bob Campbell, Gerald Mullenberg and Greg Sayers. Absent: Ron Hill and Bartt Palmer.

Public Comment: None.

Minutes: Motion by Sayers, second by Mullenberg to approve the minutes of the June 17, 2008 meeting and motion carried.

Committee Reports

PUBLIC WORKS: Project updates: Rob Jones with Cedar Corp. discussed the projects highlighting that the Generator has been ordered and they are putting together a quote for installation. All street projects have been finishing up and are close to being complete. Preliminary design of the Hwy 35 trail has been started and the Public Works Committee will hold an informational meeting for Arnold Street residents. The WWTP project will begin in August. Plow Purchase: Motion by Sicard, second by Campbell to purchase a 8' side mount plow wing in the amount of $7,095 utilizing the capital improvements fund. All members voted yes and motion carried. Ordinance A-560: Sicard explained that this ordinance allows for PVC pipe as alternative for plumbing fixtures. Motion by Sicard, second by Sayers to adopt ordinance A-560 Water Meters for Multi-Family Buildings. All members voted yes and motion carried. Ordinance A-561: Sicard explained that this ordinance requires tracing wire to be placed in sewer lines. Motion by Sicard, second by Campbell to adopt ordinance A-561 Sewer Regulations and Standard. All members voted yes and motion carried. Compliance Maintenance Annual Report: Sicard stated that we are rated for 300,000 and received all A's on our report. He commended Rob Weldon, Bob Crotty and New Richmond.

PUBLIC SAFETY: Picnic Beer License: Motion by Sayers, second by Sicard to approve the Picnic Beer License for St. Anne's Church for Summerfest on August 9th and 10th and motion carried. 2008-09 Operator Licenses: Motion by Sayers, second by Sicard to approve the operators' licenses for Breanna Krohn, Allison McIntryre, Debra Quaderer, Brittanna Rogers, Lora Sorenson, Kendra Steinlicht, Amanda Teed, Laura Tollefson, Mallory Rorabeck, Christine Sievert and Heather Vasquez for the 2008-2009 license year and motion carried. Picnic Beer License: Motion by Sayers, second by Sicard to approve the Picnic Beer License for Somerset Chamber of Commerce for the Car Show on August 1st through the 3rd. Motion carried.

PLAN COMMISSION: No July meeting.

FINANCE/PERSONNEL: July 14th Meeting report. Johnson stated that the Tube License Fee will be brought back to the committee.

Closed Session: Motion by Johnson, second by Sayers to convene to closed session as per ss 19.85(1)(e) deliberating on the purchase of public property and investing Tax Increment Funds and 19.85(g) conferring with legal counsel with respect to litigation filed by Main Inc. all yes and motion carried.

Motion by Johnson, second by Mullenberg to reconvene to open meeting and motion carried.

Bills: Motion by Sicard, second by Sayers to approve the water, sewer and village bills in the amount of $152,384.90 and motion carried.

Adjourn: Motion by Sayers, second by Mullenberg to adjourn and motion carried. Adjournment: 8:45 p.m.
