Pursuant to due call and notice thereof, posted 11/10/2008, the Star Prairie Village Board met on 11/11/2008 at 7:00 p.m. in the Community Center. The meeting was called to order by President Greg Gibson. Roll call. Members Present: Trustees Bruce Johnson, Rob Berger, Mick Maxon, Andrew Marrier and President Greg Gibson. Also present attorney Tim Scott. Trustee Johnson moved to adopt the agenda as presented seconded by Trustee Berger. Motion carried. Trustee Marrier moved to approve the minutes of October 1, 2008, October 13, 2008 and November 6, 2008 as presented seconded by Trustee Maxon. Motion carried. Trustee Johnson moved to approve the September 2008 Treasurer's Report seconded by Trustee Berger. Motion carried. Trustee Maxon moved to approve the disbursements ($50,502.93) as presented seconded by Trustee Marrier. Roll call vote, all members voted yes. Motion carried.

REPORTS

Police - Chief Richard submitted the October 2008 Police Activity report (on file).

Maintenance - Brody Larson presented the October 2008 Maintenance report (on file).There was discussion on the Department of Natural Resources correspondence dated November 3, 2008 regarding the compliance evaluation inspection of the Star Prairie wastewater treatment facility and correspondence dated November 6, 2008 regarding the sanitary survey of the Star Prairie water system.

Park Committee - Trustee Johnson reported that a memorial donation of $250.00 (dollars) was received in memory of Wayne & Ruth Irle from Warren and Missy Irle and Nancy and Jim Refsnider for Saratoga Park.

Building and Zoning - no report

Public Works Committee - no report

Special All-Terrain Vehicles Committee - no report

NEW BUSINESS

Project Lifesaver

Trustee Johnson moved to donate $500.00 (dollars) to the Project Lifesaver Pierce-St. Croix organization seconded by Trustee Berger. Roll call vote, all members voted yes. Motion carried.

New Richmond V.F.W. Memorial Post #10818

Trustee Johnson moved to donate $350.00 (dollars) to the V.F.W. Memorial Post #10818 seconded by Trustee Berger. Roll call vote, all members voted yes. Motion carried.

Water System Improvements

Village engineer Jim DeBenedet, Stevens Engineers gave an overview of recommended water system improvements to include a second crossing of the Apple River, second well, pump house and related water mains and funding. Following discussion the consensus of the Board was to pursue a second crossing of the Apple River. Jim DeBenedet will explore cost estimates and funding for a second crossing of the Apple River for the next meeting. No action taken.

State-certified UDC Building Inspector

Trustee Johnson moved to approve renewal of Brian Wert Inspection Agency Inc., Independent Contractor as the Village of Star Prairie, UDC Building Inspector, per signed contractor agreement for a term of one year seconded by Trustee Marrier. Roll call vote, all members voted yes. Motion carried.

Application for Operator's License

Trustee Maxon moved to approve the Operator's License for Roxanne Lovgren for Friendly Bar & Grill seconded by Trustee Marrier. Motion carried.

New Richmond Senior Center Board

Trustee Johnson moved to approve the appointment of Helen Demulling as the representative for the Village of Star Prairie on the New Richmond Senior Center Board seconded by Trustee Maxon. Motion carried.

State Trust Fund Loan Application

Trustee Johnson moved to approve the State Trust Fund Loan Application in the amount of $100,000 (dollars) for purchase of the St. Croix County Highway Department property seconded by Trustee Berger. Motion carried.

Santa Day

Santa Day will be held on Saturday, December 20, 2008 from 12:00 noon to 2:00 p.m. in the Star Prairie Community Center.

Adjournment

Trustee Johnson moved to adjourn the meeting seconded by Trustee Maxon. Motion carried. The meeting adjourned at 8:08 p.m.
