Town Board Meeting Minutes
Wednesday, July 10, 2013
Chairman Schachtner called the meeting to order at 8:00 pm at the Town Hall. Present were Germain, Demulling, Plourde, Rauch and Schachtner. The Pledge of Allegiance was recited. Motion by Plourde, seconded by Germain to approve the agenda. Motion carried. Public input: Rita Lawson made an announcement about the Librarys 20th Anniversary celebration from July 22 - 26th with events scheduled. Clerks/Treasurers Report: Motion by Demulling, seconded by Rauch to approve the June 5th meeting minutes with the wording being changed under the Grigsby paragraph to state it would also be very expensive to put in a road for so few of lots with park land never able to be subdivided. Motion carried. Motion by Germain, seconded by Plourde to approve the June Financial Report. Motion carried.
Parks & Rec Committee Report: No meeting in July.
Building Inspectors Report: Motion by Plourde, seconded by Demulling to approve the June Building Inspector Report. Motion carried.
Animal Control Report: Motion by Plourde, seconded by Rauch to approve the June Animal Control Report. Motion carried.
Fire/Rescue Commission Report - New Engine: Plourde read Belisles report consisting of 41 calls for June. 179 calls so far for 2013, compared with 159 calls the same time last year. Pea Soup Days and pancake breakfast raised $5,000. Truck committee has received bids for new rescue/pumper from Pierce. Rosenbauer, E1 and Custom Fire did not submit prices. Prices were presented as four options. Fire/Rescue Commission advised Belisle to find out why Rosenbauer did not submit a bid and to obtain one, if possible. Joint meeting July 24th, 7 pm at Town Hall - prices and options will be presented formally to both Town & Village. Motion by Germain, seconded by Demulling to accept the Fire/Rescue Commission report. Motion carried.
Old Business - A & D Paving/Robert Goodman - Delinquent Personal Property 2011 & 2012 Taxes: Goodman has made a partial payment. Consensus was as long as Goodman makes regular payments and works on paying off the delinquent personal property taxes, the town will hold off on legal action.
New Business - Appointment to Committees by Chair: Schachtner appointed Rauch to Planning Commission, Germain to Parks & Rec Committee, Plourde to Fire/Rescue Commission and Demulling & Germain, Schachtner to Transportation & Facilities Committee.
Approval of Operators Licenses for Christina Flandrick, Billy Brown, Lea Jondal, Lauren Botelho, Nick Botelho, Camilla Dornfeld, Sam Plummer & Toni Rohrer: Motion by Plourde, seconded by Demulling to approve the above-listed Operators Licenses. Motion carried.
Planning Commission Report - Tough Mudder Event - Memorandum of Understanding: Memorandum of Understanding was reviewed and $5,000 cash check made payable to Town of Somerset was submitted. All changes discussed at the last meeting when the draft was reviewed have been made. Cash bond will be returned after Tough Mudder event if no issues occur. Motion by Rauch, seconded by Germain to accept the Memorandum of Understanding between Town of Somerset and Somerset Amphitheater for the Tough Mudder event July 20 & 21, 2013. Motion carried. Matt Mithun & Ed Schachtner signed the MOU.
Request to Rezone from Ag./Residential to Commercial by Scott Knudson (Matt Mithun, agent) for 1814 County Road I: Planning Commission has approved the request as it is a good use for the property. Property is surrounded by Somerset Amphitheater\'s property within the Village limits. Adjacent landowner requested a fence and Mithun has agreed to work with Mondors to install a fence between the two properties. Motion by Demulling, seconded by Plourde to recommend to St. Croix County Community Development to rezone the property at 1814 County Road I from ag./residential to commercial as the property is located next to the Village limits, and is almost entirely surrounded by commercial property owned by Mithun already. Motion carried.
Appointments to Planning Commission for 3 Year Terms - Expired Terms for Sherrill Schottler, Jean Hoffman & Julie Hultman: Rauch explained the terms for these three members have expired and all three individuals are willing to serve another term. Motion by Germain, seconded by Plourde to appoint Schottler, Hoffman and Hultman to the Planning Commission. Motion carried.
Mitigation Funds / Stillwater Bridge Update: Rauch reported on recent meetings with Pete Kling. Wastewater and stormwater are major areas of discussion but Rauch stressed groundwater should not be overlooked. County Zoning ordinances are being rewritten. Public participation meetings coming up for input into Shoreland Zoning Ordinances.
Transportation & Facilities Committee Report - Roads - Price Estimate for Twin Springs Road: John Gunther requested 5 mph speed limit sign be moved closer to his house and stated when parking is allowed on the road it gets really narrow and would be hard for emergency vehicles to get through. Discussion on parking, paving, washout, and trees/foliage. Motion by Plourde, seconded by Demulling to approve the paving of 400 of Twin Springs Road by St. Croix County Hwy. Dept. at the cost of $6,000.00. Motion carried. Discussion on $3,000.00 of the $6,000.00 to come out of the park fund because the road leads to the park/boat landing. Motion by Germain, seconded by Plourde to designate $3,000.00 out of the park fund savings account to pay for half the paving. Motion carried. Rice Lake Road, 36th St., 216th Ave. have been paved but need to be shouldered. Schachtner stated the county wants to put one layer on 170th Avenue soon and the other layer in the fall. Seal coating will be done in late July.
Consideration to Purchase a New Loader: Schachtner presented three prices and specs on loaders. John Deere/Nortrax, Case IH, and Cat. Money has already been budgeted for over a three year period and Town does not have to borrow. After much discussion, motion by Plourde, seconded by Demulling to purchase a John Deere 524 loader from Nortrax with a 2.5 yd. multi purpose bucket at a cost of $133,606 (price includes trade in) with 5 year all inclusive warranty, quick coupler, front & rear axle coolers, 3rd valve, snow plus tires, block heater and many other features. Motion carried.
Announcements: Joint meeting with Village of Somerset and Somerset Fire/Rescue Commission at Town Hall, Wednesday, July 24th, 7 pm. & WI Towns Association Mtg., Thursday, July 25th, 7 pm at Town of Hudson.
