Town Board Meeting Minutes
Wednesday, May 7, 2014
Chairman Schachtner called the meeting to order at 8:00 p.m. at the Town Hall. Present were Germain, Demulling, Plourde, Rauch and Schachtner. Motion by Demulling, seconded by Plourde to approve the agenda. Motion carried. The Pledge of Allegiance was recited. No public input.
Clerk’s & Treasurer’s Report: Motion by Demulling, seconded by Germain to approve the April meeting minutes. Motion carried. Motion by Plourde, seconded by Germain to approve the April financial report. Motion carried.
Planning Commission Report - Aaron & Rachel Hyman/Backwoods Log Homes, 2308-80th St. Parcel 032-1002-30-100 Request for Special Exception Permit for Contractor’s Storage Yard: The Planning Commission has recommended approval of the Hyman’s request. Hyman stated he is on the June 26th Board of Adjustments hearing. Hyman explained his business and the reason for the request. All adjacent landowners were at the Planning Commission meeting last month supporting the business; no complaints. Business hours: 7 am – 7 pm Monday-Saturday, all sawdust will be removed from sight, no more than two homes being built at a time, pine tree buffer, maintain minimal dust and no work lights but a yard light for security would be fine. Discussion on on-premise sign with no objections by Town Board. Motion by Plourde, seconded by Demulling to recommend to St. Croix County Community Development approval of Aaron & Rachel Hyman/Backwoods Log Homes special exception permit request for a contractor’s storage yard at 2308-80th Street. Motion carried.
Parks & Rec Committee Report - Consideration of Pine Lake Dock Options & Costs/Law Enforcement Patrol Hours: Germain submitted patrol schedule to county with 27 trips for a total of 81 hours. GTK agreed to serve as the towing company again. No parking and invasive species sign are missing and the pay box has some damage. Parnell Prairie Preserve controlled burn was done by the Fire Dept. Pine Lake is missing three no parking signs and an address sign. Turtle Lake needs gravel. Pine Lake needs parking lines painted. Germain presented aerial photos and options for addressing the low water level/dock not extending far enough out into Pine Lake. Proposal included removing existing black top and rocks, place and compact sand supplied by the Town and 250 sq. feet 4” concrete sidewalk and ramp with an extra 96 sq. feet. Motion by Plourde, seconded by Rauch to approve Sandhill Concrete’s proposal in the amount of $1,800.00 to extend the boat launch and dock due to receding water level with the expense coming out of the Park Savings Fund. Motion carried.
Building Inspector’s Report: Motion by Germain, seconded by Demulling to approve the April Building Inspector’s report. Motion carried.
Animal Control Report: Motion by Rauch, seconded by Plourde to approve the April Animal Control report. Motion carried.
Fire/Rescue Commission Report: Plourde reported on the last joint meeting and read the April report from Belisle. 20 calls for the month of April. 113 calls so far in 2014, compared to 107 calls in 2013. New truck delivery date is May 29th. Pea Soup Days planning continues. Belisle has gotten appraisals on the two trucks that are being replaced by the new truck. Discussion on if the two trucks should be sold on a sealed bid or for the appraised price. Town Board directed the funds from the sale of the equipment to be put toward the purchase of the new truck. Town Board consensus was that if the appraised value is met, there is no need for a sealed bid; however, Belisle should attend a Village Board meeting for their approval since the equipment is jointly owned. Motion by Demulling, seconded by Germain to approve the Fire/Rescue Commission report with the approval to sell the equipment for the appraised value if the Village agrees. Motion carried. Belisle presented quotes for flooring upgrades.
Consideration of an Updated Emergency Operations Plan & Agreement with St. Croix County: Kristen Sailer from Emergency Management was present to discuss the new template for the Emergency Operations Plan. Motion by Plourde, seconded by Rauch to adopt the Emergency Operations Plan and to enter into the agreement with St. Croix County Mutual Aid Compact for Emergency Management Assistance as presented. Motion carried.
New Business - Appointment to Committees by Chair: Schachtner appointed Rauch to Planning Commission, Plourde to Fire/Rescue Commission, Germain to Parks & Rec Committee, Demulling, Germain & Schachtner to Transportation & Facilities Committee.
Consideration of Donation to Pea Soup Days Committee (Request $500): Schachtner announced the Town has received two requests, one from the Pea Soup Days Committee and one from The Training Room. Motion by Germain, seconded by Demulling to approve a donation of $500.00 to the Pea Soup Days Committee. Motion carried.
Consider Re-Adopting County Zoning or Do Own Zoning: Motion by Rauch, seconded by Plourde to take the following steps and guidelines as provided by St. Croix County Community Development to re-adopt County Zoning. Motion carried.
Consideration of Resolution 2014-02 Public Participation Procedures for the Update of the Town of Somerset Comprehensive Plan: Motion by Demulling, seconded by Germain to adopt Resolution 2014-02 Public Participation Procedures for the Update of the Town’s Comprehensive Land Use Plan as presented. Motion carried.
Review Liquor, Tobacco, Concessions, Tubing/Camping, Operator, Junkyard-Salvage yard License Renewals: Three establishments have not submitted their renewal license applications to date.
Transportation & Facilities Committee Report - Roads, Equipment, Weight Restrictions, Water for Old Town Hall Plants, St. Croix County Hwy. Dept. Road Improvement Projects Worksheet: Schachtner reported weight restrictions have been lifted. A 550 gallon water tank with an electric pump has been purchased for use at the old Town Hall. The Village has agreed to fill the tank with water as needed. Installation of the tank and pump will be done by the Town. All equipment is in good working order. St. Croix County Hwy. Dept. sent a survey asking for the Town to detail their road projects and the number of miles for each type of maintenance. The survey has been filled out and resubmitted. Demulling added there will be stop ahead and double stop signs installed at 160th Avenue westbound at 85th Street.
TRIP D Grant on 160th Ave. & 75th Street - Consideration of Engineering Services: Town has received the TRIP D grant for 160th Avenue and 75th Street. G & S Land Solutions in conjunction with Jewel & Associates Engineering wrote the grant application for submittal. Their original proposal included prices for engineering at $20,450. Motion by Germain, seconded by Demulling to accept the engineering proposal from G & S Land Solutions/Jewel & Associates engineers. Motion carried.
