TOWN OF SOMERSET Town Board Meeting MInutes
July 1, 2009
Chairman Schachtner called the meeting to order at 8:00 p.m. Present were Rauch, Plourde, Germain, Demulling and Schachtner. The Pledge of Allegiance was recited. Motion by Germain, seconded by Plourde to approve the agenda. Motion carried. All members voted yes. No public input.
Clerk's & Treasurer's Reports: Motion by Plourde, seconded by Demulling to approve the June 3rd Town Board & June 17th Special Town Board Meeting Minutes. Motion carried. All members voted yes. Motion by Germain, seconded by Rauch to approve the June Financial Report. Motion carried. All members voted yes.
Animal Control Report: Motion by Demulling, seconded by Rauch to approve the June Animal Control Report. Motion carried. All members voted yes.
Building Inspector's Report: Mark Bell, 2137 - 80th St., is Town of Star Prairie address and question on Dan Boblit deck value. Motion by Plourde, seconded by Germain to approve the Building Permit Report with the condition that the Mark Bell permit is taken off and clarification on the Boblit deck value. Motion carried. All members voted yes.
Fire/Rescue Commission Report: Demulling read a report from Chief Belisle. 2009 run total is 169. Pancake Breakfast was a success; no payment for 2008 concert to date; department is short of necessary funds for "jaws of life" tool.
Parks & Rec Committee Report - Reorganization of Committee: Germain reported on last meeting. Pine Lake, Twin Springs, old dumpsite were discussed. Discussion on getting a survey to mark four corners of dumpsite property. Board agreed it was not necessary at this time. Parking lot area and walking trails on dumpsite will be the next project.
Transportation & Facilities Committee Report - Review and Approve Road Maintenance Job Description, Employment Application, Employment Ad, Amendments to Road Crew Maintenance Employee Handbook: Motion by Germain, seconded by Demulling to approve the Road Maintenance Employee Job Description. Motion carried. All members voted yes. Motion by Demulling, seconded by Plourde to approve the Town of Somerset Employment Application Form. Motion carried. All members voted yes. Motion by Demulling, seconded by Plourde to advertise the employment ad in The News and The Scotsman for two weeks with a deadline for applications 3 pm, July 24. Motion carried. All members voted yes. Motion by Germain, seconded by Rauch to approve the amendments to the Town of Somerset Road Maintenance Employee Handbook revisions effective July 1, 2009. Motion carried. All members voted yes.
Road Projects: Belisle finished 85th St./160th Ave. 60th Street to be paved in July.
Pine Lake Project - Status: Belisle almost finished except for dock/ramp issue with engineer and manufacturer.
Town Hall Roof Repair & Painting Project: Roof and walls painted in July.
New Business - Approval of Town Hall Use Contract Between Town of Somerset & Somerset Senior Center for 2009-2010: Motion by Plourde, seconded by Rauch to approve the 2009/2010 Town Hall Use Contract between Town of Somerset and Somerset Senior Center. Motion carried. All members voted yes.
Approval of Operator's Licenses for Allison Wold, Patricia A. Peterson & Thomas Jackelen: Motion by Demulling, seconded by Rauch to approve Operator's Licenses for Allison Wold, Patricia A. Peterson & Thomas Jackelen. Motion carried. All members voted yes.
Comments to St. Croix County Zoning on Sign Permit/Land Use Permit for Permanent On-Premise Sign on Parcel 03.30.19.514B20 for Apple River Hideaway Tubing: Town Board stated their concern about the height and size of the signs, the lit sign on the south side of 170th Ave. and solar lighting on the newly constructed signs. The Town strongly questions the permanent on-premise sign statement and regulations because the signs are not on JoAnn Montbriand's Hideaway property; the signs are off-premise. The signs are on ag./residential zoned property not business or industrial zoned property. The Town requests all applicants come before the Planning Commission and Town Board with their plans prior to the County issuing a permit. The Town requests the signs be removed immediately until Montbriand applies and obtains the proper permits from the County and the signs are in compliance with all of the County's regulations.
Planning Commission Report - Codification of Ordinances: Plourde still working on a spreadsheet to clarify the ordinances, their purpose, and length.
Subdivision Ordinance - Consider Setting Public Hearing Time & Date: Next month's agenda.
