TOWN OF SOMERSET Town Board Meeting MInutes

August 5, 2009

Chairman Schachtner called the meeting to order at 8:00 p.m. at the Town Hall. Present were Demulling, Plourde, Rauch, Germain and Schachtner. The Pledge of Allegiance was recited.

Public Input: Rita Lawson commented on how nice the painting on the front of the old Town Hall looks. Lawson also inquired about how the libraries are funded. Schachtner stated it is a "pass through" tax that is put on by the county and the County Board has set the funding at 71%. Lawson will research the formula for funding and bring it back for further discussion next month.

Approval of Agenda: Motion by Demulling, seconded by Rauch to approve the agenda. Motion carried. All members voted yes.

Clerk's & Treasurer's Reports: Motion by Plourde, seconded by Rauch to approve the July 1st Minutes. Motion carried. All members voted yes. Motion by Germain, seconded by Demulling to approve the July Financial Report. Motion carried. All members voted yes.

Animal Control Report: Motion by Demulling, seconded by Germain to approve the Animal Control Report. Motion carried. All members voted yes.

Building Inspector's Report: Motion by Plourde, seconded by Rauch to approve the July Building Inspector's Report. Motion carried. All members voted yes.

Fire/Rescue Commission Report: Demulling read a report from Belisle. Run total 222 for the year. July was a busy month; however, run volume is the same as 2008. No payment for 2008 concert received yet and department is short of necessary funds for the new cutting tool. Membership totals 25. Discussion on Fire Dept. sewer.

Parks & Rec Committee Report: Germain reported Bill Lawson has volunteered to mow the first trail at old dumpsite. Three "No Motorized Vehicles" signs need to be ordered and installed. Parking area will be next phase. Donation request form and guidelines are almost complete and awaiting Town Board approval next month. Next Park meeting August 31st.

Transportation & Facilities Committee Report - Road Projects/Pine Lake Project: 60th St. complete, 80th and 85th/160th Ave. to be paved later this fall, deeds for 85th/160th Ave. have been drafted. Pine Lake Project - Germain reported step stool and handrail are in from Warner's Dock, engineer has signed off on the project, dry hydrant has been tested and holds air and Belisle will be finished August 6th. Motion by Plourde, seconded by Demulling to approve final payment to Belisle Excavating for $28,591.10 on completion of the project and return of the dock floats. Motion carried. All members voted yes.

Planning Commission Report - S & N Surveying/Ed Schachtner - 2 Lot CSM: Schachtner presented a 2 Lot CSM with a 66'access easement to Lot 2. Motion by Plourde, seconded by Demulling to approve the 2 Lot CSM for Ed Schachtner, with the stipulation that the driveway separation between Schachtner's current driveway and the easement be shown on the map. Motion carried. Demulling, Rauch, Germain and Plourde voted yes; Schachtner abstained. Park fees have been paid.

Update on Apple River Hideaway Tubing Sign Violations: Signs are still up and County is sending a violation and citation letter.

Codification of Ordinances: Plourde reported on status of this continuing project.

Subdivision Ordinance: Public hearing will be held Wednesday, September 2nd at 7:30 p.m. with consideration of adoption at the Town Board meeting to follow.

New Business - Approval of Operator's Licenses for Teresa Peterson & Amy Rear: Motion by Plourde, seconded by Germain to approve Operator's licenses for Teresa Peterson & Amy Rear. Motion carried. All members voted yes.

Closed Session Per WSS 19.85 (c): Motion by Rauch, seconded by Plourde to convene into closed session per WSS 19.85 (c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility - to review employment applications. Motion carried. Roll call vote: Rauch - yes, Demulling - yes, Plourde - yes, Germain - abstained, Schachtner - yes. Germain did not attend the closed session. Demulling, Rauch, Plourde and Schachtner went into closed session at 10:05 p.m.

Reconvene into Open Session: Motion by Rauch, seconded by Demulling to reconvene into open session at 11:35 p.m. Motion carried. Roll call vote: Demulling - yes, Rauch - yes, Plourde - yes, Schachtner - yes. Town Board will conduct interviews with 13 applicants for the road maintenance employee position the week of August 10th.

Meeting adjourned at 11:37 p.m.
