Joint Meeting Minutes
Wednesday, January 29, 2014
Chairman Schachtner called the meeting to order at 7:05 pm at the Town Hall. Present: Jeff Johnson, Ryan Sicard, Bartt Palmer, Greg Sayers, Bob Campbell for the Village. Ed Schachtner, Lenny Germain, Douglas Plourde, Shane Demulling and Larry Rauch for the Town. Travis Belisle, Jason Crotty and Brian Duggan from the Fire Department. Absent: Dave Carufel, Rita Lawson, Jon Mitchell and Tom Roy. Motion by Johnson, seconded by Demulling to approve the agenda. Motion carried. No public input.
Recognition of John Moores Retirement: After 25 years of service, John Moore retired on December 31, 2013. Bartt Palmer presented Moore with a certificate of appreciation. Moore publically thanked his wife, Amy, for all of the sacrifices she has made. Schachtner thanked Moore on behalf of the Town & Village for his service to the community.
Minutes from Previous Joint Meeting: Motion by Sicard, second by Germain to approve the September 25th, 2013 joint meeting minutes. Motion carried.
Fire/Rescue Financial Report: Belisle stated there was approximately $13,000 left in the checking account at the end of 2013. Belisle discussed either putting the money into a separate account or leaving it in the current checking account. Consensus was to leave the $13,000 in the general checking. Discussion on concert services payment. Motion by Sicard, second by Rauch to accept the Financial Report as presented.
New Business - 2013 Fire/ Rescue Budget Final: 2013 unaudited final budget report was presented. No objections or action taken.
Fire Inspections: Belisle stated a local ordinance can be passed to only do annual fire inspections. Fire inspection budget would be cut in half; currently $5,500. The state allows annual inspections, as long as the Village & Town adopts an ordinance and the inspections are within 15 months, per SPS 314.01. Both boards were agreeable to adopting ordinances at their respective meetings. Belisle to obtain a draft.
Update on New Fire Rescue/ Pumper Truck: Expected delivery April 17, 2014.
Pea Soup Days 2014: More advertising, seeking donations and redesigned logo.
Parnell Prairie Preserve Controlled Burn: Schachtner reminded Belisle of the need for a controlled burn this year. Belisle stated it is on his list of things to do, weather permitting.
Fire Dept. Car Accident: Belisle stated the 1998 Crown Victoria is totaled. $2825.00 received minus deductible. All equipment is being removed and insurance will pay for installation of equipment and graphics in replacement vehicle. Crotty requested the department work through the Fire/Rescue Commission for replacement options out of their own funds. Consensus was to have any proposals brought to the Fire/Rescue Commission for review.
Next Meeting Date: The next joint meeting was set for Wednesday, April 23, 2014 at the Village Hall.
Motion by Germain, second by Demulling to adjourn the joint meeting at 8:00 p.m. Motion carried.
