Village of Somerset 5/19 Meeting

Regular Meeting of the Village of Somerset BOARD OF TRUSTEES May 19, 2009 Village Hall, 110 Spring Street, Somerset, WI 54025 President Johnson called the regular village board meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Ryan Halverson, Bartt Palmer, Greg Sayers, Bob Campbell and Ryan Sicard. Absent: Ron Hill. Public Comment: No comments. Minutes: Motion by Sicard, second by Palmer to approve the minutes of the April 21, 2009 meeting and motion carried. Committee Reports PUBLIC WORKS: Project updates: Rob Jones discussed the projects highlighting the application for the Clean Water Fund loan and sludge storage facility, the school district access road and amending the driveway agreement. At this time the tennis courts and storage shed are on hold. Seasonal Concession Stand Rental: Sicard explained that this is a one year agreement with the Somerset Baseball Association to use the concession stand for the season. Motion by Sicard, second by Campbell to approve the seasonal concession stand agreement with Somerset Baseball association for the 2009 season. Motion carried. Access Driveway Agreement: Sicard stated that this was still being worked on. Prevailing Wage Resolution: Motion by Sicard, second by Sayers to adopt resolution 2009-01 opposing the governors prevailing wage rule. All members voted yes and motion carried. Compliance Maintenance Resolution: Motion by Sicard, second by Palmer to adopt resolution 2009-02 approving the compliance maintenance report for 2008. All members voted yes and motion carried. Sewer Credit: Sicard explained that this changes the ordinance and allows for credits only if proof is given that the water did not enter the sewer system. This will be put in ordinance form for next month. Street Use Permits: Motion by Sicard, second by Campbell to approve the street use permits for Somerset Chamber of Commerce and Somerset Fire Department for Pea Soup Days and motion carried. PUBLIC SAFETY: Operator Licenses: Motion by Sayers, second by Sicard to approve the operator licenses for 2008-09 for Michelle Baillargeon, Kathy Land, Kristine Halvorson and motion carried. Operator License 2009-10: Motion by Sayers, second by Halverson to approve the 2009-10 operator licenses as listed and motion carried. Picnic Beer License: Motion by Sayers, second by Sicard to approve the Picnic Beer License for St. Anne's on August 8 from 5:00 pm to 12:00 am and August 9 from 9 am to 5 pm. Motion carried. Motion by Sayers, second by Sicard to approve the Picnic Beer License for Somerset Chamber of Commerce for Pea Soup Days on June 11th - 15th and motion carried. Motion by Sicard, second by Palmer to approve the Picnic Beer License for Somerset Youth Sports Organization for May 30, 2009 from 12:00 pm to 6:00 pm with proceeds to go toward the field and motion carried. Campbell abstained. Motion by Sicard,second by Campbell to approve the Picnic Beer License for Somerset Wrestling Club for June 13th from 11:00 am to 8:00 pm and motion carried. Amending 2008-09 Liquor License: Tom Schumacker discussed the history of the site and how the premise is licensed. He explained that the beer garden license for the concert site needs to be amended rather than amending the license premise. He questioned the map asking what is considered the concert site. Montpetit explained that it is the fenced-in area. Motion by Sicard, second by Palmer to amend the beer garden permit for 2008-

09 for the concert site which shall include the entire fenced-in concert area and motion carried. 2009-10 Liquor License Agents: Motion by Sayers, second by Sicard to approve John Montpetit as Float-rite Inc. license agent for 2009-10. Motion carried. Motion by Sayers, second by Sicard to approve John Montpetit as General Sam's license agent for 2009-10. Motion carried. Motion by Sayers, second by Sicard to approve Francis Anderson as MacDaddy's license agent for 2009-10. Motion carried. Motion by Sayers, second by Sicard to approve Michelle Germain as Main Inc., license agent for 2009-10. Motion carried. Motion by Sayers, second by Sicard to approve Edward Fazekas Jr. as Sportsman's license agent for 2009-10. Motion carried. Motion by Sayers, second by Sicard to approve Janice Faye Ring as Rendezvous license agent for 2009-10. Motion carried. Liquor Licenses 2009 10: Motion by Sayers, second by Sicard to approve the Class "A" Beer and "Class A" Liquor license for B&J Hardware, LLC. Motion carried. Motion by Sayers, second by Sicard to approve the Class "A" Beer and "Class A" Liquor license for Main Inc. (Liquor Depot). Motion carried. Motion by Sicard, second by Halverson to approve the Class "B" Beer and "Class B" Liquor license for Float-Rite Park. Motion carried. Motion by Sicard, second by Sayers to approve the Beer Garden Permit for the Float-rite Campground. Motion carried. Motion by Sicard, second by Campbell to approve the Beer Garden Permit for 520 Main Street on August 29th, 2009. Motion carried. Motion by Sayers, second by Sicard to approve the Class "B" Beer and "Class B" Liquor license for General Sam's. Motion carried. Motion by Sayers, second by Sicard to approve the Class "B" Beer and "Class B" Liquor license for MacDaddy's LLC. Motion carried. Motion by Sayers, second by Sicard to approve the Class "B" Beer and "Class B" Liquor license for M.A.J. Inc.(Sportsman's Bar and Grill). Motion carried. Motion by Sayers, second by Sicard to approve the Class "B" Beer and "Class B" Liquor license for Ring & Ring LLC (Rendezvous). Motion carried. Motion by Sayers, second by Sicard to approve the Beer Garden Permit for the patio at Rendezvous. Motion carried. PLAN COMMISSION: Conditional Use Permit: Motion by Johnson, second by Sicard to approve the conditional use permit for Contract Packaging Limited with conditions as set by the Plan Commission adding to abide by all state and local laws. Motion carried. Ordinance A-579: Motion by Johnson, second by Sicard to adopt ordinance A-579 amending the zoning code for the Village of Somerset. All members voted yes and motion carried. FINANCE/PERSONNEL: Sewer Utility Financial Report moved to next month. NEW BUSINESS Committee Appointments: Johnson made the following appointments: Plan Commission - Dan Vanasse Board of Zoning Appeals - John Nash, Earl Fatheree Police Review Board - John Watters Fire/Rescue - Zachary Eichten Industrial Park - Dave Neale, Terry Boblit Special Library Committee: Ryan Halverson, Bartt Palmer, Bob Crotty, and Library board. Motion by Sicard, second by Halverson to approve the appointment of the committee members. All members voted yes motion carried. Bills: Motion by Sicard, second by Sayers to approve the water, sewer and village bills in the amount of $ 286,472.80 and motion carried.
