President Johnson called the regular meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Bob Campbell, Ryan Sicard, Dave Carufel, Bob Krueger and Bartt Palmer. Absent: Greg Sayers. Village Attorney Anders Helquist was present.
Public Comment: Chief Briggs informed the board that Adam Wojciehowski is donating four tape recorders, three digital cameras, and one computer to the department.
Minutes: Motion by Carufel, second by Palmer to approve the minutes from the August 20, 2013 meeting and motion carried.
Committee Reports
PUBLIC WORKS: Project updates: Rob Jones updated the board on TIF projects emphasizing Laser Drive, La Grandeur Road, and Shay Street. He reported that the bridge inspection was completed last week and they are continuing to work on the park survey. Laser Drive Pay request #3: Motion by Palmer, second by Krueger to approve Albrightson Excavating pay request #3 in the amount of $47,836.82. All members voted yes and motion carried. St. Croix County Mining Permit: Motion by Palmer, second by Krueger to approve the mining permit for St. Croix County and motion carried. Retaining Wall Quote: Motion by Palmer, second by Krueger to approve the quote in the amount of $5,207.61 from C. Hassis Snow Removal and Yard Services for the construction of a retaining wall on Laser Drive. Motion carried.
Lighting Project: Gunther discussed the need for lighting on the new trail on Laser Drive. Jones said he would have the projected to date costs by the end of the week. The board will consider adding lighting if there is project funds available. St. Anne’s Crosswalk: Motion by Carufel, second by Sicard to replace the sidewalk crossing bollard at St. Anne’s and motion carried.
PUBLIC SAFETY:
Operators Licenses: Motion by Carufel, second by Sicard to approve the operator licenses for Danielle Hamann, Cory Thompson, Tracy Schaeffer, and Rodney Ring and motion carried.
FINANCE/PERSONNEL:
Computer Technician Services: Sicard reported that the committee is waiting for a proposal. 2013 Bridge Coalition Donation: Sicard reported that the committee is requesting the coalition come to the next meeting to discuss what the funds will be used for. 2013 Tax Collection Agreement: Motion by Sicard, second by Johnson to approve the tax collection agreement with St. Croix County and motion carried.
League Conference: Motion by Palmer, second by Krueger to approve Johnson and Sicard to attend the league conference in October and motion carried.
PLAN COMMISSION: No plan commission
FIRE/RESCUE: Palmer updated the board on the Fire/Rescue Department activities highlighting the concert season and a joint venture with the Lions Club and Chamber to take over Pea Soup Days.
New Business:
Committee Appointments: None.
Library Board: Johnson appointed Rebecca Linke to the Library board to fill the term of Tiffany Moore. Motion by Carufel, second by Krueger to approve the appointment of Rebecca Linke to the Library Board and motion carried.
Bills: Motion by Palmer, second by Sicard to approve the village, water and sewer bills in the amount of $309,236.69 and motion carried.
Closed Session: Motion by Johnson, second by Palmer to convene to closed session as per ss 19.85(1)(c) considering the performance evaluation data of Public Works Supervisor. All yes and motion carried.
Reconvene to open meeting: Motion by Johnson, second by Carufel to reconvene to open meeting and motion carried.
Motion by Palmer, second by Krueger to remove Robert Gunther from probationary status as Public Works Supervisor and motion carried. The board commended Gunther for his job performance.
Adjourn: Motion by Johnson, second by Palmer to adjourn and motion carried. Adjournment: 8:10 p.m.
