President Johnson called the regular meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Greg Sayers, Bob Krueger, Ryan Sicard, and Bartt Palmer. Absent: Bob Campbell, and Dave Carufel. Village Attorney Anders Helquist was present.
Public Comment: No public comment.
Minutes: Motion by Sicard, second by Sayers to approve the minutes from January 21, and March 11, 2014 meetings and motion carried.
Committee Reports
PUBLIC WORKS: Project updates: Patrick Beilfuss updated the board on the TAP grant. Resolution 2014-03: Motion by Sicard, second by Krueger to adopt resolution 2014-03 supporting the WisDOT transportation alternatives program award cycle. All members voted yes and motion carried. Water Rate Case Study: Motion by Palmer, second by Krueger to move forward with pursuing the 5.5% rate of return for water rates based on the Public Service Commission’s report. All members voted yes and motion carried. Street Use Permit: Motion by Palmer, second by Krueger to approve the street use permit for Somerset School District for an event on May 2, 2014 and motion carried.
PUBLIC SAFETY: Sayers gave the monthly meeting report. Amending Float-rite LLC liquor license premise: Motion by Sicard, second by Sayers to amend the Float-rite liquor license removing the beer garden permit from the event site. All members voted yes and motion carried. Amending Somerstar Entertainment Liquor License: Motion by Sicard, second by Sayers to amend Somerstar Entertainment liquor license to include the entire property. All members voted yes and motion carried. Amending the ICUP for Events: Motion by Sayers, second by Sicard to amend the ICUP for Somerstar Entertainment events permit with the recommendation made by the Public Safety Committee with the additional language in section 8 (b) proof of age could be accomplished through wristbands, stamps, or other methods mutually agreed upon by Somerstar Entertainment and the Police Chief. All members voted yes and motion carried.
FINANCE/PERSONNEL:
Sprint Lease: Motion by Johnson, second by Sicard to table the lease agreement to next month and motion carried.
Budget Resolution: Motion by Sicard, second by Sayers to table the resolution to next month and motion carried.
FIRE/RESCUE: Palmer updated the board on the Fire/Rescue Department activities.
Ordinance A-612: Motion by Palmer, second by Krueger to adopt ordinance A-612 amending the fire inspection requirements. All members voted yes and motion carried.
Bills: Motion by Sayers, second by Sicard to approve the village, water and sewer bills in the amount of $ 214,112.33 and motion carried.
Adjourn: Motion by Sayers, second by Sicard to adjourn and motion carried. Adjournment: 7:50 p.m.
