village of star prairie board proceedings

Pursuant to due call and notice thereof, posted 5/5/2009, the Star Prairie Village Board met on 5/6/2009 at 7:00 p.m. in the Community Center. The meeting was called to order by President Greg Gibson. Roll call. Members Present: Trustees Mick Maxon, Andrew Marrier, Bruce Johnson, Chris Boardman and President Greg Gibson. Also present attorney Tim Scott. Trustee Maxon moved to adopt the agenda as presented seconded by Trustee Marrier. Motion carried.
President Gibson asked for public comment on proposed Floodplain Zoning Ordinance. Helen Demulling asked how the ordinance has changed. Village engineer Jim DeBenedet commented that the new flood plain maps and ordinance are basically the same. The only change is downstream where the dam was located. This is the final process to join the National Flood Insurance Program and become eligible for Federal Emergency Management Agency (FEMA) assistance in the event of a disaster. Jerry Ripley, JEO Consulting Group, Inc., inquired if there are base flood elevations in the Village. Village engineer Jim DeBenedet stated not in the Village but other areas of the county have base flood elevations. President Gibson closed the public hearing.
Trustee Johnson moved to approve the minutes of April 1, 2009 as presented seconded by Trustee Boardman. Motion carried. Trustee Marrier moved to approve the March 2009 Treasurer's Report seconded by Trustee Maxon. Motion carried. Trustee Johnson moved to approve the disbursements ($180,459.33), with the addition of $248.00 for Brian Wert Inspection Agency, as presented seconded by Trustee Boardman. Roll call vote, all members voted yes. Motion carried.
Police - Chief Richard submitted the April 2009 Police Activity report (on file).
Maintenance - Brody Larson presented the April 2009 Maintenance report (on file).
Trustee Johnson moved to approve contacting M. E. Simpson for water leak detection seconded by Trustee Maxon. Motion carried. Trustee Johnson moved to approve the St. Croix County Highway Department cost estimates proposal for two hot mix patches, crack filling the streets and culverts on Faye and Perrin Street pending Village engineer Jim DeBenedet recommendation, seconded by Chris Boardman. Motion carried.
There was discussion on a water leak between the properties located at 414 Main Street and 410 Main Street and a concern that the saturated ground could cause structural damage to the homes. Attorney Scott recommended that certified letters be sent for 414 Main Street as this property is in foreclosure and to have Jim DeBenedet write an engineering letter addressing the concern.

Building and Zoning - Brian Wert Inspection Agency submitted April 2009 Building Inspector's report: Permit 09-102 - Star Prairie Trout Farm, 400 Hill Avenue, Storage Shed and Permit 09-103 - Craig Matthys, 160 Saratoga Avenue, Deck.

Floodplain Zoning Ordinance
Trustee Johnson moved to approve the Village of Star Prairie Floodplain Ordinance seconded by Trustee Maxon. Roll call vote all members voted yes. Motion carried. See Village of Star Prairie Floodplain Ordinance as a part of these minutes. Attorney Scott stated that a summary of the Floodplain Ordinance will need to be published.
Concept Certified Survey Map
Jerry Ripley, JEO Consulting Group, Inc. representing Jerome Sorensen presented a concept four lot certified survey map. There was discussion on the improvement requirements to creating lots that are adjacent to existing Village Streets and the multiple zoning districts established on the previously approved preliminary plat of Jewell Town Heights. No action taken.
Set Public Hearing for proposed Zoning Code Amendments
Trustee Johnson moved to set a Public Hearing for June 3, 2009 at 7:00 p.m. for the proposed zoning code amendments seconded by Trustee Boardman. Roll call vote, all members voted yes. Motion carried.

Trustee Johnson moved to approve the 2009 committee appointments as presented seconded by Trustee Maxon. Roll call vote, all members voted yes. Motion carried. See 2009 Appointment of Committee list as a part of these minutes.
Star Prairie Municipal Court
Trustee Johnson moved to appoint Attorney Autumn Lindquist to fill the position of prosecutor for Star Prairie Municipal Court seconded by Trustee Boardman. Roll call vote, all members voted yes. Motion carried.
Set special meeting date
Trustee Boardman moved to set a special meeting for May 19, 2009 at 6:00 p.m. to tour and inspect all Village buildings and property seconded by Trustee Maxon. Motion carried.
Discussed the paint color for the new Ballpark building and the color consensus was light brown. Trustee Johnson reported that a Fire Department meeting is scheduled for May 20, 2009 and asked if another Board member would be able to attend in his absence.
Trustee Marrier moved to adjourn the meeting seconded by Trustee Maxon. Motion carried. The meeting adjourned at 8:14 p.m.
