Officers responded to a "run into a house" call at 1477 Emory Circle. They found a vehicle lodged in the six-unit apartment building's south side not far from a gas meter.
The driver was still inside his car and unhurt.
He was identified as Christopher J. Huston, 25, 1620 Wisconsin St. Huston was arrested for drunk driving.
The 1995 4-door Chrysler actually broke though the wall of a bedroom where an 8-year-old girl and a five-month old boy in a crib slept.
The kids were taken to the hospital by their parents to be checked out. Police Chief Roger Leque said there were no apparent injuries.
Huston was southbound, leaving River Falls. He turned east onto Cemetery Road from Main Street, lost control, tried "to hit his brakes," then spun around 180 degrees before striking the corner apartment building.
