special COUNCIL MEETING, December 16, 2008 5:00 P.M.
The meeting was opened by announcing that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, the New Richmond News, and to all news media who have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk's office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s office.Roll call was taken.
Members Present: Mayor Schnitzler, Alderman Johnston, Hansen, Volkert, and Zajkowski.
Members Absent: Alderman Horne, Dale-Wozniak, and Student Representatives Megan Elkin and Rachel Mortensen.
The Pledge of Allegiance was recited.
Alderman Johnston moved to adopt the agenda as amended, seconded by Alderman Hansen and carried.
2009 Fuel Bids
Alderman Zajkowski moved to table discussion regarding the 2009 Fuel Bids until the January Council meeting for clarification, seconded by Alderman Johnston and carried.
Alderman Dale-Wozniak arrived at the meeting.
2009 Shared Ride Taxi Bids
The City received the following bids for Shared Ride Taxi
Top Hat Inc. – La Crosse, WI $27.89 per service hour
Running Inc. – Viroqua, WI $28.28 per service hour
Abby Vans Inc. – Neillsville, WI $29.97 per service hour
F.D.S. Enterprises Inc. – Hudson, WI $40.00 per service hour
Pape Taxi Service Inc. – New Richmond, WI
$42.75 per service hour
Jim Johnston reviewed the points given to each bid by the review committee. Alderman Zajkowski moved to accept the bid from Top Hat Inc. from La Crosse, seconded by Alderman Johnston and carried. Alderman Volkert abstained.
2009 Toyota Prius Bids
The following bids were received for a 2009 Toyota Prius
Denny Hecker – Inver Grove, MN $23,869
Toyota of Maplewood, MN $23,865
Markquart Toyota, Eau Claire, WI $24,770
Joe Bjelland and Weston Arndt recommended accepting the bid from Denny Hecker of Inver Grove because they are located right next to the A123 company who will convert the car into electric. Alderman Zajkowski moved to accept the bid from Denny Hecker of Inver Grove for $23,869, seconded by Alderman Johnston. WPPI will pay $2,000 towards the purchase of this vehicle and the cost of the conversion which is approximately $15,000 over the price of the car. The City and utilities will each pay half of the remaining $21,869.
Earnest Money Payback to CCS, LLC
The Council had previously agreed to give back $20,000 of the $60,000 earnest money paid by CCS, LLC. A formal motion is needed before a check can be given to them. Alderman Zajkowski moved to pay $20,000 to CCS, LLC, returning a portion of the earnest money paid to the City as per their contract, seconded by Alderman Dale-Wozniak and carried.
Treasurer’s Tax Bond Exemption
Alderman Zajkowski offered the following resolution and moved for its adoption:
RESOLUTION #120803
RESOLUTION ADOPTING CITY TREASURER’S
TAX BOND EXEMPTION
WHEREAS, under Section 70.67 of the Wisconsin Statutes, the treasurer of each town, city or village shall, unless exempt under subsection (2) of said section, execute and deliver to the county treasurer bond conditioned for the faithful performance of the duties of her office and that she will account for and pay over according to law all state and county taxes which shall come into her hands.
WHEREAS, under Section 70.67 of the Wisconsin Statutes, as amended, the treasurer of any municipality shall not be required to give such bond if the governing body thereof shall at any regular meeting by resolution obligate such municipality to pay, in case the treasurer thereof shall fail so to do, all state and county taxes required by law to be paid by such treasurer to the county treasurer.
NOW, THEREFORE, BE IT RESOLVED that Joseph Bjelland, Treasurer of the City of New Richmond, shall not be required to give a bond to the County Treasurer(s) of the County of St. Croix, State of Wisconsin, as required under Section 70.67 of the Wisconsin Statutes, but the City of New Richmond shall be and is hereby obligated to pay, in case the above mentioned Treasurer of the City of New Richmond shall fail to do so, all state and county taxes levied in the tax roll of 2008 as required by law to be paid by such treasurer to the county treasurer.
Motion was seconded by Alderman Johnston and carried.
Closed Session
Alderman Dale-Wozniak moved to go into Closed Session per State Statute 19.85 (1)(c) to discuss Union and Non-Union Wages and Salaries, seconded by Alderman Hansen and carried.
Open Session
Alderman Johnston moved to approve the 2009 Union and Non-Union Wages and Salaries as presented, seconded by Alderman Zajkowski and carried. Alderman Volkert voted no.
Alderman Johnston moved to adjourn the meeting, seconded by Alderman Dale-Wozniak and carried.
Meeting adjourned at 5:55 p.m.
