Mayor Schnitzler opened the meeting by announcing that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, the New Richmond News, and to all news media who have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s office. Roll call was taken. Members Present: Mayor Schnitzler, Alderman Horne, Johnston, Hansen, Volkert, and Zajkowski. Members Absent: Alderman Dale Wozniak. The Pledge of Allegiance was recited. Alderman Johnston moved to adopt the agenda as amended, seconded by Alderman Horne and carried. Plan Commission Recommendations The Plan Commission recommended approving Ordinance #404 adding section 121-204 establishing a South Knowles Avenue Zoning Overlay District. The Overlay District applies to all parcels abutting the right of way of Knowles Avenue beginning at the center of South Fourth Street then south to South Sixth Street, including the two parcels located south of South Sixth Street along South Knowles Avenue. In this District all ground signs shall have a maximum area of 150 square feet per sign and no part of a ground sign shall be closer than 40 feet from the center line of South Knowles Avenue. Alderman Horne moved to accept the Plan Commission recommendation, seconded by Alderman Johnston and carried. Possible Purchase of Property at 750 North Knowles Avenue Alderman Horne met recently with Dick Simma, the owner property at 750 North Knowles Avenue, and City staff regarding the possible purchase of Simma’s property. Alderman Horne decided that Mr. Simma was asking too much for the property, and the amount of improvements needed to accommodate a Street Department shop building would be over $1 million in addition to the purchase price. Alderman Horne moved to no longer pursue purchasing the property at 750 North Knowles Avenue, seconded by Alderman Volkert and carried. RFQs for Consultants for New Street Shop Design Dan Koski, City Engineer, has prepared a RFQ for consultants to design a new Street Department Shop at the location of the existing Street Department shop. Alderman Horne moved to send out the RFQ’s for a consultant and bring the staff recommendations to the Finance Committee before the May 2009 regularly scheduled Council meeting, seconded by Alderman Volkert and carried. Communications Mayor Schnitzler thanked Alderman Johnston for his many years of service to the City of New Richmond as Alderman for District #2. Alderman Johnston moved to adjourn Sine Die, seconded by Alderman Zajkowski and carried. NEW COUNCIL Fred Horne was sworn in as Alderman for District #1 and Kirk Van Blaircom was sworn in as Alderman for District #2. Roll call was taken. Members Present: Mayor Schnitzler, Alderman Horne, Van Blaircom, Hansen, Volkert, and Zajkowski. Members Absent:Alderman Dale-Wozniak. Council President Alderman Volkert nominated Fred Horne for Council President and there were no other nominations. Alderman Zajkowski moved to close nominations and cast a unanimous ballot for Fred Horne, seconded by Alderman Volkert and carried. Applications for License to Serve Alderman Horne moved to approve the following applications for license to serve: James O. Wolff, Somerset; Ross E. Johnson, New Richmond; Wayne H. Fredrickson, New Richmond; Kenneth L. Lokhorst, New Richmond and Diane R. Schaub, New Richmond. Motion was seconded by Alderman Hansen and carried. Request for Amplified Music Faith Community Church requested to have Outdoor Amplified Music on June 5, 2009 from 5:30 pm - 9:30 pm. Alderman Zajkowski moved to approve this request, seconded by Alderman Van Blaircom and carried. Alderman Hansen voted no. Communications There will be a Municipal Law Seminar for Local Government Officials put on by Bakke Norman Law Office on Thursday, April 30th at 6 pm at WITC Alderman Horne moved to adjourn, seconded by Alderman Hansen and carried.
