Wednesday, March 3, 2010

Chairman Schachtner called the meeting to order at 8:00 p.m. Present were Plourde, Demulling, Rauch, Germain and Schachtner. The Pledge of Allegiance was recited. Motion was made by Demulling and seconded by Plourde to approve the agenda. Motion carried.

Public Input: Rita Lawson asked Board to consider a storm water runoff plan for the Town Hall. Miles Wittig suggested Town look into purchasing triangular piece of land next to the dump property for parking.

Clerk's & Treasurer's Reports: Motion was made by Plourde and seconded by Rauch to approve the February 3rd Minutes. Motion carried. Motion was made by Germain and seconded by Rauch to approve the February Financial Report. Motion carried.

Building Inspector's Report: No permits issued in February.

Animal Control Report: No animal calls in February. Motion was made by Plourde and seconded by Demulling to approve payment of the $300.00 six month retainer fee to Humane Animal Control Service/Kathi Pelnar. Motion carried.

Fire/Rescue Commission Report: Demulling read a report from Belisle. 14 calls in February. Dept. provided EMS stand-by at the Bass Lake Fishing Contest-no incidents reported. EMS refresher training completed. Planning has begun for Pea Soup Days. Motion was made by Plourde and seconded by Demulling to approve the Fire/Rescue Commission Report. Motion carried.

Parks & Rec Committee Report - Donation Request from Somerset Youth Hockey Association: Germain reported Parks & Rec Committee recommended approval of funds, amount not determined. Only one donation request received for 2010. SYHA intends to purchase new electronics and make repairs to the scoreboard. Motion was made by Germain and seconded by Rauch to donate $3,000.00 from the Park Fund to the Somerset Youth Hockey Association. Motion carried unanimously.

Prairie Grass Restoration Project at Joint Property on 45th St.: Trees have been removed. Controlled burn to be performed in the spring. Prairie grass seed to be planted afterward.

Twin Springs Park Patrol & Envelopes: County will continue to patrol. More pay box envelopes have been ordered. 2010-2011 Annual Parking Permits are available for purchase.

Working Lands Initiative - Agriculture Enterprise Area Petition for Section 1: Pete Kling was present to discuss the application to the state. Petition needs to be submitted to the state for consideration. Working Lands Initiative is a revamp of the Farmland Preservation Program. Each county has to update its Farmland Preservation Plan. Agricultural Enterprise Area landowners can receive a tax credit. Motion was made by Rauch and seconded by Demulling to support the petition for the Squaw Lake AEA, Section 1 in Town of Somerset. Motion carried unanimously.

Park Fee Payment Policy: Motion was made by Germain and seconded by Plourde that the policy is park fees paid on any newly created vacant lots. Motion carried unanimously.

Transportation & Facilities Committee Report: Proposed 2010 road projects: 45th Street, Rice Lake Road 1 mile west of Pine Lake, south side of Marine Hill, 200th Ave. and Hwy. 35 intersection widen shoulder. Seal coating, crack filling, AMZ roads to be determined. F-350 transmission was repaired. Motion was made by Demulling and seconded by Rauch to approve the Transportation & Facilities Committee Report. Motion carried.

Planning Commission Report: Rauch reported work is continuing on filling the vacant position on the Commission.

Codification of Ordinances -Consideration of Contract with Muni Code: Plourde presented quote from Muni Code. Base cost is $8,000.00 with completion time of 12-18 months. Two licensed search engines are included in the cost. After completion, annual cost to host is $400.00 per year. Motion was made by Rauch, and seconded by Germain to proceed to codify ordinances and sign a contract with Muni Code, at a base cost of $8,000.00. Motion carried.
