NOVEMBER 2, 2011

Pursuant to due call and notice thereof, posted 11/1/2011, the Star Prairie Village Board met in the Community Center at 7:00 p.m. on 11/2/2011. The meeting was called to order by President Gibson. Roll call; members present: Trustees Gary Peterson, Chris Boardman, Andrew Marrier and President Greg Gibson. Members absent: Trustee Bruce A. Johnson. Also present attorney Tim Scott.

Trustee Peterson moved to approve the agenda as presented seconded by Trustee Boardman. Motion carried.

Trustee Marrier moved to approve minutes of the October 12, 2011, October 19, 2011 and October 26, 2011 Board meetings as presented seconded by Trustee Boardman. Motion carried.

There was no Treasurer’s report to present this month.

Trustee Boardman moved to approve the disbursements ($15,838.10) as presented seconded by Trustee Marrier. Roll call vote, members present voted yes. Motion carried.

REPORTS

Police – Chief Lewis presented the October 2011 report (on file).

Maintenance – Brody Larson presented the October 2011 Maintenance Report (on file). Trustee Boardman moved to approve purchase of garland for the light poles from Garden Expressions for quote of $375.00 (dollars), seconded by Trustee Marrier. Roll call vote, members present voted yes. Motion carried.

Park Committee – no report

Building and Zoning - Brian Wert Inspection Agency Building Inspector’s October 2011 report: Permit 11-109, Chris Acker, 520 Jewell St., Addition/Shed, Permit 11-110, Tom Heiss, 110 Saratoga St., Addition and Permit 11-111, Dave Peterson, 203 ½ Main St., Raze trailer house

Public Works Committee – no report

NEW BUSINESS

Rural Mutual Insurance Company

Trustee Marrier moved to approve Rural Mutual Insurance Company proposal for 2012 as presented, seconded by Trustee Peterson. Roll call vote, members present voted yes. Motion carried.

State certified UDC Building Inspector

Trustee Peterson moved to approve renewal of Brian Wert Inspection Agency Inc., Independent Contractor as the Village of Star Prairie, UDC Building Inspector, per signed contractor agreement for a term of one year seconded by Trustee Boardman. Roll call vote, members present voted yes. Motion carried. The permit fees will stay the same for 2012.

Amendment to Noise Ordinance to prohibit the use of “jake brakes” within the Village of Star Prairie

Trustee Peterson moved to amend Section 11-2-7 to prohibit the use of “jake brakes” within the Village of Star Prairie, seconded by Trustee Boardman. Roll call vote, members present voted yes. Motion carried.

Ordinance Regulating Open and Concealed Firearms and Weapons

This item was tabled until next months meeting. No action taken.

Applications for “Operator’s” License

Trustee Peterson moved to approve the operator’s license applications for Jennifer Bourdow and Alexander Otis for Star Prairie Convenience Store, seconded by Trustee Boardman. Roll call vote, members present voted yes. Motion carried.

Set/possible change December Board meeting date

Due to publication requirements of the 2012 proposed budget; Trustee Boardman moved to change the December Board Meeting date to November 30, 2011 at 7:00 pm, seconded by Trustee Peterson. Roll call vote, members present voted yes. Motion carried.

Public Hearing for 2012 proposed budget

Trustee Boardman moved to set a public hearing for November 30, 2011 on the proposed budget seconded by Trustee Peterson. Roll call vote, members present voted yes. Motion carried.

Village Christmas Tree Lighting & Santa Day

Trustee Boardman moved to set the Tree Lighting for December 4, 2011 at 6:00 pm and Santa Day for December 17, 2011 seconded by Trustee Marrier. Roll call vote, members present voted yes. Motion carried.

Public Comment - none

Adjournment

Trustee Peterson moved to adjourn the meeting seconded by Trustee Marrier. Motion carried. The meeting adjourned at 7:46p.m.
