Town Board Minutes

December 6, 2011

The Town Board meeting was called to order on December 6, 2011 at 7:05 p.m. at the Star Prairie Town Hall - 2118 Cook Drive, Somerset, WI 54025. Present: Doug Rivard; Steve Lewis was absent; Patty Schachtner; Thomas Heintz; Michael Burke; Scott Counter; and Tim Scott, attorney.

Agenda – Motion to approve agenda. Heintz/Counter. Motion carried.

Public Comments

* Justin and Rachel Townsend are in the process of building their new home and are having problems with the Town’s Building Inspector, Brian Wert. The Townsend’s are seeking a full occupancy certificate, but claim that the building inspector is overly-restrictive when enforcing certain code violations.

* Chad Junker, Invision Services, was seeking feedback from the Town Board involving his snowplowing and sanding of town roads during the past month. Junker has offered to meet with a member of the board to resolve any problems.

Approval of Minutes – Motion to approve the November 1, 2011 minutes as published and circulated. Schachtner/Counter. Roll call vote: 4-0. Motion carried.

Treasurer’s Report – Motion to approve the treasurer’s report for November 2011. Heintz/Schachtner. Motion carried.

Building Permits – Read by Rivard. Motion to approve the building permits for December. Counter/Schachtner. Motion carried.

Appointment of Election Inspectors – Motion to approve Sandy Flom, Susan Johansen, Barb Kunz, Carol Howe, Tiffany Alm, Kathy Rivard, Sandy Nelson, Jackie Nutzmann, Kathy Mlynarczyk, Wendy DeGear, Rosemary Harbosky and Michelle Mortimer as election inspectors. Heintz/Schachtner. Roll call vote: 4-0 Motion carried.

Memorandum of Understanding Agreement – Motion to approve the Memorandum of Understanding Agreement relating to the Statewide Voter Registration System with St. Croix County. Schachtner/Heintz. Roll call vote: 4-0. Motion carried.

Request for Funding – St. Croix County Economic Development – Motion deny the request for funding this year, due to the township’s limited budget. Schachtner/Heintz. Roll call vote: 4-0 Motion carried.

Barking Dog Complaint – The dog owner is Craig Palmer, 2210 Goose Lake Road. Heintz offered to speak with area neighbors about the problem.

Adopt 2012 Town Budget – Motion to adopt the 2012 Budget. Heintz/Counter. Roll call vote: 4-0 Motion carried.

Approval of Town Bills and Adjourn – Motion to pay the town’s bills and adjourn. Heintz/Schachtner. Motion carried. 8:11 p.m.
