President Johnson called the regular meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Ryan Sicard, Bob Campbell, Bob Krueger, Dave Carufel, Greg Sayers and Bartt Palmer. Attorney Anders Helquist, Rob Jones, Cedar Corporation, Rob Weldon and Bob Gunther were also present.
Minutes: Motion by Sicard, second by Campbell to approve the minutes from the November 15, 2011 meeting and motion carried.
Committee Reports
PUBLIC WORKS: Project updates: Rob Jones with Cedar Corp. discussed the project update memo, the Shay Street lift station, Depot Street bids and Pump purchase. Sicard stated that there would be no action on the Tool cat or Public Works vehicle replacement. Depot Street Bids: Motion by Sicard, second by Johnson to award the Depot Street sewer alignment to Visu-Sewer, Inc. in the amount of $30,230 with a 5% contingency fund. All members voted yes and motion carried. Fahrner Invoice: Sicard reviewed a memo from Treasurer regarding the unpaid Fahrner invoice, Fahrner was contacted and they have agreed to pay by the end of the year. Cedar Contract – TIF#2 Projects: Motion by Sicard, second by Sayers to approve the contract for Cedar Corp. to design Laser Drive reconstruction and La Grandeur Street extension design and construction in the amount of $180,900. All members voted yes and motion carried. Shay Street Pumps – Motion by Sicard, second by Krueger to approve the purchase of a pump from Dakota Pump and Control for the lift station on Shay Street in the amount of $20,885. All members voted yes and motion carried.
PUBLIC SAFETY: Operators Licenses: Motion by Sayers, second by Palmer to approve an operator license for Lindsey Carufel and motion carried. Picnic Beer License: Motion by Sayers, second by Palmer to approve the picnic beer license for Somerset Hockey Association for an event on Dec 23, 2011 and motion carried. Youth Services Bureau Contribution: Motion by Sayers, second by Palmer to donate $500 to the Youth Service Bureau in Stillwater and motion carried.
PLAN COMMISSION: No December meeting.
FINANCE/PERSONNEL: Insurance renewal: Motion by Johnson, second by Krueger to approve the League of Wisconsin Municipalities insurance renewal and motion carried. Full-time Officer Position: Motion by Johnson, second by Sayers to hire Joel Trepczyk as a patrol officer. All members voted yes and motion carried. 2012 Special Fund Budgets: Motion by Sicard, second by Krueger to approve the water and sewer budgets for 2012. All members voted yes and motion carried. 2012 Holiday Schedule: Motion by Johnson, second by Carufel to approve the 2012 Holiday Schedule and motion carried. Chairs: Motion by Johnson, second by Krueger to approve the purchase of conference chairs not to exceed $2,300. All members voted yes and motion carried.
Court Collection: Motion by Johnson, second by Sayers to contract with Acquisitions Bay West for court collection service and motion carried. Nick-Jack Quit Claim Deed: Motion by Sayers, second by Sicard to table the delinquent property tax pay and discuss our legal options in closed session next month and motion carried.
FIRE/RESCUE: Palmer discussed the Fire Dept. report.
New Business
Election Inspectors: Motion by Johnson, second by Krueger to approve the list of election inspectors as presented. All members voted yes and motion carried. Neither the Democratic or Republican party submitted names for appointment.
Bridge Coalition Donation: Motion by Johnson, second by Sicard to donate $100 to the Bridge Coalition Committee and motion carried.
Resolution 2011-19: Motion by Johnson, second by Sicard to approve resolution 2011-19 establishing regulation on reporting fund balance on the financial statement. All members voted yes and motion carried.
Bills: Motion by Carufel, second by Krueger to approve the village, water and sewer bills in the amount of $203,872.74 and motion carried.
Adjourn: Motion by Campbell, second by Krueger to adjourn and motion carried. Adjournment: 8:51 p.m.
