President Johnson called the regular meeting to order at 7:16 p.m. Present: Jeffrey Johnson, Ryan Sicard, Bob Krueger, Greg Sayers and Bartt Palmer. Attorney Anders Helquist, Rob Jones, Cedar Corporation, Rob Weldon and Bob Gunther were also present. Absent: Dave Carufel and Bob Campbell.
Public Comment: Chief Briggs awarded and recognized Officer Josh Hecht the Life Saving Award. No other public comment.
Minutes: Motion by Sayers, second by Krueger to approve the minutes from the February 21, 2012 meeting and motion carried.
Committee Reports
PUBLIC WORKS: Project updates: Rob Jones with Cedar Corp. discussed the project update memo. Laser Drive and La Grandeur design are scheduled to be reviewed in a couple of months. Brush Chipper Purchase – Motion by Sicard, second by Sayers to approve the purchase of a brush chipper in the amount of $11,586 from Vermeer with funds to come from Public Works and Parks budgets. All members voted yes and motion carried. Well #3 Retaining Wall: Motion by Sicard, second by Krueger to approve the repair of the retaining wall with amount not to exceed $15,000. All members voted yes and motion carried. Public Works Laborer Position: Motion by Sicard, second by Sayers to hire Neil Folkert to the full-time laborer position and motion carried.
Amended Cedar Contract: Motion by Sicard, second by Johnson to table the amended contract until next month and motion carried.
PUBLIC SAFETY: Operators Licenses: Motion by Sayers, second by Palmer to approve operator licenses for Mortricia Salley for 2011 and 2012, and Paul Richard. Motion carried. Police Addition: Motion by Sayers, second by Sicard to accept the bids for the Police Dept. addition in the amount of $173,900 for Ross and Associates, LTD, plus a $7,500 contingency and $5,000 for electrical relocation, with funds to be reimbursed through Police Impact fees. All members voted yes and motion carried.
Interim Conditional Use Permit Events: Sayers explained the recommended changes to the ICUP by Public Safety. Attorney Helquist recommended the village insurance company approve the insurance language modification. Motion by Sayers, second by Krueger to approve the changes as recommended by the Public Safety Committee contingent upon insurance aproving the new language. All members voted yes and motion carried.
PLAN COMMISSION: Johnson reported on the March 1, 2012 meeting.
FINANCE/PERSONNEL: Johnson reported on the March 20, 2012 meeting.
Safety Contract: Motion by Johnson, second by Sicard to approve the SafeAssure Consultant, Inc. contract for safety training and consultant in the amount of $3,950 annually. All yes and motion carried. Demulling Lawn Contract: Motion by Johnson, second by Sicard to accept the termination of the Demulling Lawn Contract and motion carried. Generator Maintenance: Motion by Sicard, second by Johnson to table the generator maintenance quote and motion carried. Wage Adjustment: No action taken.
FIRE/RESCUE: Chief Belisle stated that Wednesday, April 4th is the recognition event for Life saving awards. He also discussed replacing the ARGO.
New Business
Election Inspector Appointments: Johnson appointed Carmen Mielke, Bonnie Luzinski and Sue Parnell as election inspectors. Motion by Sicard, second by Sayers to approve the appointments. All members voted yes and motion carried.
School Board Survey: School Board member Bob Gunther reported findings from the school board survey.
Bills: Motion by Sicard, second by Krueger to approve the village, water and sewer bills in the amount of $230,422.91 and motion carried.
Adjourn: Motion by Sayers, second by Krueger to adjourn and motion carried. Adjournment: 8:00 p.m.
