In the City of New Richmond, all dogs over 5 months of age must be licensed.

New Richmond City Ordinances relative to 10-3 prohibit and enforce penalty on the following:

Animals running at large. No person shall own, keep, or harbor any animal (except a cat) which is at large within the City. The owner or keeper of any animal shall keep the animal under control so as not to allow said animal to interfere with the passing public. An animal shall not be considered running at large if it is on a leash and under control of a person physically able to control it or is trained and in the immediate company of a person to which it immediately responds and obeys.

Animals on public grounds. No person shall own, keep, or harbor any animal, except a cat, that is at large on any public, school, church or cemetery property unless the animal is on a leash and under the control of a responsible person.

Feces. No person shall allow any animal, except a cat, to defecate on any public property or any private property where the owner or keeper does not have specific permission of the owner of that property, unless the owner or keeper has in their possession any appropriate depositor for the removal of such excrement to a receptacle located upon property owned or possessed by such person.

Violation – penalty:

First offense – fine of $100.95

Second offense – fine of $163.70
