Town Board Minutes

May 1, 2012

The Town Board meeting was called to order on May 1, 2012 at 7:03 p.m. at the Star Prairie Town Hall - 2118 Cook Drive, Somerset, WI 54025. Present: Doug Rivard, Steve Lewis; Patty Schachtner; Thomas Heintz; Scott Counter; Michael Burke; and Tim Scott, attorney.

Agenda – Motion to approve agenda, Lewis/Counter. Motion carried.

Approval of Minutes – Motion to approve the April 5, 2012 minutes as published and circulated, Counter/Lewis. Motion carried.

Public Comments – Nancy Karastes, 1992 115th Street, New Richmond, requested that a “Curve Ahead” sign be placed on her road to warn drivers of a sharp curve.

Treasurer’s Report – Motion to approve the treasurer’s report for April, 2012, Lewis/Heintz. Motion carried

Building Permits – None.

Fire Contract with City of New Richmond – Motion Counter/Heintz to approve the New Richmond Fire & Rescue District Agreement provided that these changes were made to the following sections of the document:

* #4. Payment of Equipment …the 5-year average of “incidents in” each municipality

* #13. Term of the contract should be for “1 year”

* #15. Compensation …and pay for service rendered within “their respective” limits.

* #15. Compensation …rate per hour can be adjusted annually to be kept “comparable with the salaries” of other City Employees.

* #16. Reimbursement …shall “remit payment to the City” within 30 days

Roll call vote 5-0. Motion carried. Tim Scott will revise the contract and send to the City of New Richmond.

Property - 2062 County Road C – Tim Scott, attorney, working on making the necessary changes to various forms/affidavits from Chicago Title. Motion to seek alternate title insurance, in the event the issues with Chicago are not resolved. Counter/Heintz. Roll call vote 5-0. Motion carried.

Playground Equipment – Discussion. Town Board is waiting for seller to contact the Clerk about a donation letter. Playground equipment needs to be removed from the day care property by June 1, 2012.

Fire Call – Ed Tichenor -- Discussion regarding the fire department’s response to the grass fire on April 4, 2012. Possible damage to Tichenor’s driveway from a fire department vehicle.

Grading Town Roads – Motion to hire Chuck Nutzmann to grade township roads. Lewis/Heintz. Motion carried.

Pay Town Bills and Adjourn – Motion by Lewis/Schachtner to pay town bills and adjourn. Motion carried 7:58 p.m.
