Town Board Meeting Minutes

Thursday, June 7, 2012

Chairman Schachtner called the meeting to order at 8:00 pm. at the Town Hall. Present were Germain, Demulling, Rauch and Schachtner. Absent: Plourde. The Pledge of Allegiance was recited. Motion by Rauch, seconded by Germain to approve the agenda with the St. Croix River Coalition agenda item moved to the top of the agenda. Motion carried. No public input.

Clerk’s & Treasurer’s Report: Motion by Demulling, seconded by Rauch to approve the May 2nd meeting minutes. Motion carried. Motion by Germain, seconded by Demulling to approve the May financial report. Motion carried.

St, Croix River Crossing Coalition-Request for Donation: Larry Dowell, executive director of the St. Croix River Crossing Coalition was present with a presentation on the organization, its efforts and successes along with a request for funds as they move into the next phase of the bridge project. Requesting $1,000 for continued support of the project as it moves forward. Motion by Rauch, seconded by Demulling to support the St. Croix River Crossing Coalition with a donation of $750.00. Motion carried.

Fire/Rescue Commission Report: The Fire/Rescue report was read.

Animal Control Report: No animal calls for May.

Building Inspector’s Report: Motion by Demulling, seconded by Rauch to approve the May Building Inspector’s report from All-Croix Inspections. Motion carried.

Parks & Rec Committee Report: Germain reported sign is being made with prairie plant glossary and history of the Parnell Prairie Park; approximate cost is $200.00.

Planning Commission Report -Two Citizen Vacancies: Four candidates have expressed an interest for the two vacancies. All candidates will be asked to attend the June 20th Planning Commission meeting.

Old Business: None

New Business - Release of Financial Assurance to Matt Mithun for Tough Mudder Event: Motion by Germain, seconded by Demulling to release the $20,000 financial assurance to Matt Mithun from the Tough Mudder event after written release is obtained from William Peterson & John Montpetit that their properties have been reclaimed. Motion carried.

Renewal of Liquor, Operator, Tobacco, Tubing/Camping & Junkyard/Salvage yard, Concessions License Renewals for 2012/13: Motion by Rauch, seconded by Germain to approve the list attached to the Minutes of the liquor, operator, tubing/camping, junkyard/salvage yard, and concessions licenses for 2012-13. Motion carried.

Somerset Chamber of Commerce Request for Membership Dues & Pea Soup Day Sponsorship: Motion by Germain, seconded by Demulling to approve the $75.00 membership dues and $250.00 Pea Soup Days donation as requested. Motion carried.

Change July Town Board Meeting Date: Motion by Demulling, seconded by Rauch to change the July meeting date from July 4th to July 11th, 8 pm. Motion carried.

Transportation & Facilities Committee Report - Siren at Apple River Lane: Schachtner stated Excel Energy is installing an emergency siren at the bottom of Apple River Lane. The purpose of the siren is to notify residents if the dam malfunctions. There will be no cost to the Town. There was no Transportation & Facilities meeting on June 4, due to no quorum.

Road Projects & Equipment Update: 230th Avenue, 65th Street and 40th Street have been paved. Three patches on County line road and one patch on 160th Ave./38th St. Stumps removed from Rice Lake Road, 40th Street and Polk/St. Croix Road. Mowing road right-of-ways to begin soon.

Announcements - Small Claims Court Hearing, Town vs. Matthew Paulus, Tuesday, June 12, 1:30 p.m.
