Town Board Minutes

June 7, 2012

The Town Board meeting was called to order on June 7, 2012 at 7:03 p.m. at the Star Prairie Town Hall - 2118 Cook Drive, Somerset, WI 54025. Present: Doug Rivard, Steve Lewis; Patty Schachtner; Thomas Heintz; Scott Counter; Michael Burke; and Tim Scott, attorney.

Agenda – Motion to approve agenda, Lewis/Counter. Motion carried.

Approval of Minutes – Motion to approve the May 1, 2012 minutes as published and circulated, Lewis/Heintz. Motion carried.

Public Comments – None

Treasurer’s Report – Motion by Heintz/Lewis to approve the treasurer’s report for May, 2012. Motion carried

Building Permits – Motion by Lewis/Schachtner to approve the building permits for May. Motion carried.

Appointments to Plan Commission – Motion Schachtner/Lewis to appoint Bob Crotty and Greg Mountain to 3-year terms on the Plan Commission. Motion carried.

Property - 2062 County Road C – Tim Scott, attorney, announced that we are waiting for the deed to arrive. A Park planning meeting is scheduled for Thursday, June 28, 2012 at 7 p.m. here at the town hall. Motion by Rivard/Lewis to give Michael Calkins a $50 gift card for the use of his skid loader. Motion carried.

Boundary Agreement Update – Discussion. Town Board and the City of New Richmond will be reviewing the comments received at the Public Hearing.

Town Hall Improvements – Discussion about the replacement of the basketball hoop, repairing outside security lighting, lights for the white boards and the installation of blinds in the meeting room windows.

Town Hall Drop Box – Motion by Counter/Lewis to purchase a free-standing drop box for the town hall. Counter to provide the clerk with the information so that the unit can be ordered. Motion carried.

All-Hazard Mitigation Plan Survey – A Special Meeting of the Town Board will be held on Thursday, June 28, 2012 at 6:30 p.m. to complete the survey.

Town Ordinances Code Book -- Discussion regarding the need for an ordinance regulating nonmetallic mining in the township. Tim Scott will attempt to locate an existing ordinance that the township may be able to use.

MABAS Agreement and Resolution – Motion by Counter/Lewis to approve the MABAS agreement and resolution. Roll call vote: 5-0. Motion carried.

Approval of Operator Licenses to Serve – Motion by Lewis/Heintz to approve the operator licenses to serve for Cedar Creek Inn: Matthew Springer, John Trautmiller, Colleen Johnson, Lois Sanders, Lynn Howard, Goeffrey Adams, Jodi Olson, Barb Erdmann, Diane Kohls, River’s Edge: Stefanie Bruce, Erin Isakson, Meister’s: James A Meister, James E Meister. St Croix Valley Sports Club: William Cardinal, William Raleigh. JJ’s Outpost : James Klein, Samantha Bauch, Stephanie Oksness, Matthew Bottolfson, Dawn Hauschild, Courtney Burneister, Jeremy Penman. Bristol Ridge: Richard Lange, David Moulton, Michelle Perry, William Powers, Sarah Harms, Tyron Langness, David Harms, Lacey Sheridan, James Anderson, Preston Germain. Cedar Lake Speedway: Ashley Kaufman, Abby Spott. Roll call vote: 5-0. Motion carried

Approval of Class B Liquor/Beer Licenses and Class B Beer Licenses – Motion by Heintz /Lewis to approve the Class B Liquor/Beer and Class B Beer licenses for Alice, Inc., Cedar Creek Inn, JJ Enterprises, James A Meister, Inc., Langmire, Inc., St Croix Valley Sports, Inc., and Cedar Lake Speedway. Roll call vote: 5-0. Motion carried.

Approval of Cigarette Licenses – Motion by Lewis/Heintz to approve the following cigarette licenses for St Croix Valley Sports; Alice, Inc; JJ Enterprises; Cedar Creek Inn; Roll call vote: 5-0. Motion carried.

Approval of Mobile Home Park Licenses – Motion by Lewis/ Counter to approve the mobile home park licenses for – Huntingdon and Wall Street Village. Roll call vote: 5-0. Motion carried.

Approval of Tubing License – Motion by Lewis/Counter to approve the St. Croix Valley Sports, Inc tubing license. Roll call vote: 5-0. Motion carried

Approval of Tubing Drop-Off Licenses – Motion by Lewis/counter to approve tubing drop-off licenses allowing the following businesses to drop off tubers in the Town of Star Prairie. Apple River Hide-Away and Float-Rite Park. Tim Scott to find a new application which we could use to indemnify the township of any liability. Roll call vote: 5-0. Motion carried.

Pay Town Bills and Adjourn – Motion by Lewis/Schachtner to pay town bills and adjourn. Motion carried 8:17 p.m.
