President Johnson called the special meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Greg Sayers, Ryan Sicard, Bob Krueger, Bob Campbell, Dave Carufel, and Bartt Palmer. Also present: Doug Briggs, Rob Weldon, and Bob Gunther.

Tubing Pickup at Village Park: President Johnson explained Mike Kappers, owner of Apple River Hide-a-way, would like to pick up tubers from the East side of the Apple River Bridge on the utility access road. He stated that there is concern about tubers being picked up on the west side of the bridge because the village does not want tubers interacting with people attending games in the ball fields. Johnson stated that Kappers is willing to improve the access road and would still allow for emergency vehicles.

Montpetit asked why Rivers Edge is on the agenda. It was explained that the ordinance requires those using the park to have an agreement with the village. Rivers Edge tubers get out of the river on village property.

Gunther explained that state regulations restrict the use of that driveway for commercial use. He also stated that he talked to Dave Plourde who told him that the Plourde’s own the property in question.

Carufel discussed the park ordinance, charging of fees, bus stop location on Parent Street, and expressed concern that we do not want 25 people applying for a permit to start a tubing business.

Briggs stated that we can establish standards, minimum insurance, proper licensing of vehicles, and vehicle registration.

The discussion continued around the issue and keeping the tubers separate from the park patrons.

Attorney Helquist presented the board with an agreement that could be used to allow tubers to use village park.

The board requested that the clerk verify that the land in question is owned by the village, Dept. of Transportation restrictions on the intersection, public bidding on improvements, and general liability insurance.

The board agreed on a temporary solution to allow Apple River Hide-a-way to pick up tubers on Parent Street at the location known as the bus stop. Tubers would walk up the east side to the bus stop on Parent Street.

Motion by Johnson to allow Rivers Edge to use Village Park with written agreement. Motion failed for lack of a second.

Motion by Johnson, second by Carufel to approve the written agreement with Rivers Edge to allow for tubers to exit the river at Village Park, with revisions as made by the attorney and motion carried.

Motion by Johnson, second by Krueger to approve the written agreement with Apple River Hide-a-way to allow for tubers to exit the river at Village Park east side and walk to the bus stop on Parent Street and motion carried.

Adjourn: Motion by Palmer, second by Krueger to adjourn and motion carried. Adjournment 8:35 p.m.
