BOARD PROCEEDINGS

JUNE 12, 2012

Pursuant to due call and notice thereof, posted June 11, 2012, the Star Prairie Village Board met in the Community Center at 7:00 p.m. on June 12, 2012. The meeting was called to order by President Gibson. Roll call; members present: Trustees Chris Boardman, Gary Peterson, Andrew Marrier and President Greg Gibson. Absent: Bruce A. Johnson. Also present attorney Tim Scott.

Trustee Boardman moved to approve the agenda as presented, seconded by Trustee Peterson. Motion carried.

Trustee Marrier moved to approve the minutes for 05/02/2012 & 05/23/2012 as presented seconded by Trustee Peterson. Motion carried.

Trustee Boardman moved to approve the March and April 2012 Treasurer’s report as presented, seconded by Trustee Marrier. Motion carried.

Trustee Peterson moved to approve the disbursements in the amount of $43,063.49 (dollars) seconded by Trustee Boardman. Roll call vote; motion carried 4-0.

REPORTS

Police – May 2012 Police Report was submitted by Chief Lewis (on file).

Maintenance - Brody Larson presented the May 2012 Maintenance Report (on file). Trustee Peterson moved to approve the 2011 Compliance Maintenance Annual Report & Compliance Maintenance Resolution 2012-04 seconded by Trustee Marrier. Roll call vote, motion carried 4-0.

Park Committee – no report

Building and Zoning – no report

Public Works Committee – no report

NEW BUSINESS

Waterman Sanitation services proposal

Waterman Sanitation service changes include a $1.00 (dollar) rate increase per month for volume based 35, 60, and 90 gallon carts and the elimination of the yellow carts. Trustee Peterson moved to approve Waterman Sanitation service contract as presented, seconded by Trustee Boardman. Roll call vote, motion carried 4-0.

Apple River Water Main Crossing Project

Jason Raverty, PE Steven Engineers submitted a project update memo dated June 4, 2012 to the village Board for review. Trustee Boardman moved to award the Apple River Water Main Crossing construction contract to A-1 Excavating in the amount of $91,924.00 (dollars) seconded by Trustee Peterson. Roll call vote, motion carried 4-0. Stevens Engineers will prepare the contract documents for execution by the Village and A-1 Excavating.

New Richmond Fire & Rescue District Contract Agreement

Trustee Boardman moved to approve the New Richmond Fire & Rescue District Contract Agreement contingent upon changing Paragraph #13 Term to 6 months, ending 12/31/2012, seconded by Trustee Peterson. Roll call vote, motion carried 4-0.

Star Prairie Park and Outdoor Recreation Plan Update

Trustee Boardman moved to approve Stevens services proposal to assist the Village of Star Prairie in updating their Parks and Outdoor Recreation Plan, with an estimated fee not to exceed $2,000.00 (dollars) seconded by Trustee Peterson. Roll call vote, motion carried 4-0. The cost for the Star Prairie Park and Outdoor Recreation Plan update to come from the park fund.

Alcohol Beverage Licenses

Apple River Inn, Inc. Class "B" Beer and "Class B" Liquor renewal application, agent: Lance Severson. Trustee Peterson moved to approve, seconded by Trustee Marrier. Roll call vote, motion carried 4-0.

Fonda’s Inc., doing business as Star Prairie Sports Bar & Grill, Class "B" Beer and Reserve "Class B" Liquor renewal application, agent: Linda Gibson. Trustee Boardman moved to approve, seconded by Trustee Marrier. Roll call vote, motion carried 4-0.

Friendly Bar, Inc. doing business as Friendly Bar & Grill Class "B" Beer and "Class B" Liquor renewal application, agent: Margaret Siedow. Trustee Peterson moved to approve, seconded by Trustee Marrier. Roll call vote, motion carried 4-0.

Trustee Peterson moved to approve the “Operator’s” License application(s) list as presented for July 1, 2012 ending June 30, 2014 seconded by Trustee Boardman. Roll call vote, motion carried 4-0.

Public Comment

Trustee Boardman moved to approve closing the village office for July 4, 5 & 6, 2012, and post notice in advance seconded by Trustee Peterson. Roll call vote, motion carried 4-0.

President Gibson acknowledged that the Village of Star Prairie received a $200.00 (dollar) donation for park restoration from the Star Prairie Lions Leo Club.

Trustee Peterson moved to adjourn seconded by Trustee Boardman. Motion carried. The meeting adjourned at 8:00 p.m.
