Town Board Minutes
July 3, 2012
The Town Board meeting was called to order on July 3, 2012 at 7:02 p.m. at the Star Prairie Town Hall - 2118 Cook Drive, Somerset, WI 54025. Present: Doug Rivard, Steve Lewis; Patty Schachtner; Thomas Heintz; Scott Counter; Michael Burke; and Tim Scott, attorney.
Agenda – Motion to approve agenda, Lewis/Counter. Motion carried.
Approval of Minutes – Motion to approve the June 7, 2012 minutes as published and circulated, Lewis/Heintz. Motion carried.
Public Comments – Kristine Scheid, 2114 10th Street, complained about barking dogs in her neighborhood. She furnished the town board with a copy of a log she kept documenting the disturbances.
Treasurer’s Report – Motion by Heintz/Lewis to approve the treasurer’s report for June, 2012. Motion carried
Building Permits – Motion by Heintz/Lewis to approve the building permits for June. Motion carried.
Tubing Drop-Off License – Motion by Lewis/Heintz to approve a tubing drop-off license for Jeff Taylor, Apple River Camping. Motion carried.
Bartender Licenses – Motion by Lewis/Schachtner to approve operator licenses for Crystal Edwards, Jesse Mulhollam, Teresa Wallace and Felicia Germain. Motion carried.
Picnic License - New Richmond Trailblazers – Motion by Lewis/Counter to approve the picnic license for the St. Croix Harley Bike Show. Motion carried
Temporary Bartender License – Motion by Lewis/Heintz to approve a temporary operator license for Tom Emerson. Motion Carried.
Consideration of Class A Beer License/Restaurant – Discussion regarding the plans for a restaurant and beer license. Owner, John Wall would like to open the business the 2nd week in September, 2012. No action taken.
Town Road Maintenance – Discussion regarding repairs/seal coating to town roads by St Croix County Highway Department.
Boundary Agreement Update - The City of New Richmond and Star Prairie Township will meet to review changes to the agreement.
Town Hall Recreation Plan – Discussion of proposed plan. No action taken.
Approval of Non-Metallic Ordinance – Lengthy discussion regarding sample ordinances submitted by Alan Harvey. Additional discussion about implementing a moratorium on non-metallic mining resulted in a decision to contact the town’s engineer, Greg Adams. The clerk was directed to contact Adams requesting information on how mining would affect the town’s roads, air and water quality. Motion Counter/Lewis to contact Greg Adams requesting his input. Motion Carried.
Pay Town Bills and Adjourn – Motion by Heintz/Lewis to pay town bills and adjourn. Motion carried 8:12 p.m.
