BOARD PROCEEDINGS

JULY 11, 2012

Pursuant to due call and notice thereof, posted July 10, 2012, the Star Prairie Village Board met in the Community Center at 7:00 p.m. on July 11, 2012. The meeting was called to order by President Gibson. Roll call; members present: Trustee Chris Boardman, Gary Peterson, Andrew Marrier and President Greg Gibson. Absent: Bruce A. Johnson. Also present attorney Tim Scott.

Trustee Boardman moved to approve the agenda as presented, seconded by Trustee Peterson. Motion carried.

Trustee Peterson moved to approve the minutes for 6/12/2012 as presented, seconded by Trustee Boardman. Motion carried.

Trustee Boardman moved to approve the May 2012 Treasurer’s report as presented, seconded by Trustee Marrier. Motion carried.

Trustee Boardman moved to approve the disbursements in the amount of $33,988.80 (dollars), seconded by Trustee Peterson. Roll call vote; motion carried 4-0.

REPORTS

Police

June 2012 Police Report was submitted by Chief Lewis (on file). Chief Lewis announced that the Star Prairie Police Department received a $4,000 (dollars) traffic safety equipment grant from participation in Wisconsin’s Click It or Ticket Highway Safety Program.

Maintenance

Brody Larson presented the June 2012 Maintenance Report (on file).

Trustee Peterson moved to approve Brody Larson’s request to attend a Class B Commercial Driver License (CDL) school at a cost of $1,095 (dollars) seconded by Trustee Marrier. Roll call vote; motion carried 4-0. The cost for the CDL school to come from the general fund.

Park Committee

Trustee Boardman presented the park committee meeting minutes for June 20, 2012 (on file). Trustee Boardman moved to approve the park committee recommendation memorial request by Lori Hawkos to place a bench and plant a catalpa tree in River Island Park in memory of Al Hawkos, seconded by Trustee Peterson. Roll call vote; motion carried 4- 0.

Building and Zoning

Brian Wert, Building Inspector submitted a letter denying Jack Lee’s, application to build a garage at 413 Main Street, Star Prairie due to setback regulations. No permits issued for the month of June 2012.

Public Works Committee – no report

NEW BUSINESS

New Richmond Fire & Rescue District Contract Agreement

Trustee Peterson moved to sign the New Richmond Fire and Rescue District Contract Agreement, seconded by Trustee Marrier. Roll call vote; motion carried 4-0.

Application for Temporary "Class B" (Wine) License

Trustee Peterson moved to approve the Temporary "Class B" Wine License for the Star Prairie Lions Club beginning August 16, 2012 and ending August 19, 2012 for 170 Hill Ave., Star Prairie seconded by Trustee Marrier. Roll call vote; motion carried 4-0.

Street Resolution Reduce Speed Ahead Signs

Trustee Boardman moved for the adoption of Resolution Number 5-2012 and Trustee Peterson seconded the motion. Roll call vote; motion carried 4-0.

RESOLUTION NUMBER 5-2012

Village of Star Prairie

St. Croix County

WHEREAS, The Village Board of the Village of Star Prairie, St. Croix County, Wisconsin, has the specific authority under §349.11, Wis. Stats., to adopt this resolution; and

WHEREAS, this Resolution, adopted by a majority of the Village Board on a roll call vote with a quorum present and voting and proper notice having been given, provides for the reduction of the speed limits on certain Village roadways;

NOW THEREFORE,

A. Pursuant to §349.11, Wis. Stats., effective ________ ___, 2012, speed limits on certain roadways in the Village of Star Prairie are reduced or modified as follows:

a. The speed limit of State Highway 65 heading north into the Village shall be reduced to thirty-five (35) miles per hour. Such limit shall begin approximately ____feet North of the Village boundary and shall be indicated by both a “Reduced Speed Ahead -35” sign and a “Speed Limit - 35” sign.

b. The speed limit on County Highway “H” heading west into the Village shall be reduced to thirty-five (35) miles per hour. Such limit shall begin approximately ____feet west of the Village boundary and shall be indicated by both a “Reduced Speed Ahead -35” sign and a “Speed Limit - 35” sign.

B. Pursuant to §349.11 (5), Wis. Stats., the Village President, or his designee, shall place appropriate traffic signs at the above-described locations on or before the effective date of this resolution.

C. No person may operate any vehicle on the above-noted village roadways in violation of the above-noted speed limits. Any violation shall be subject to penalties under s. 346.60, Wis. Stats.

Jewell Street & Bridge Avenue intersection

Discussed possible storm water drainage solutions to reduce the accumulation of, or to redirect, at this intersection. The consensus was to refer this to the public works committee. No action taken.

Village of Star Prairie website

No action taken.

Public Comment

Dan Scheeringa expressed concern of the Star Prairie Trout Farm’s regular use of the River Island park public facilities for their customers and employees. Attorney Scott will check into. Also expressed concern about the use of park picnic tables for fish cleaning. Alicia Koehler inquired about placing children at play signs on Jewell Street.

Adjournment

Trustee Peterson moved to adjourn seconded by Trustee Marrier and carried. The meeting adjourned at 8:00 p.m.
