President Johnson called the regular meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Ryan Sicard, Bob Krueger, Greg Sayers, Dave Carufel, Bob Campbell and Bartt Palmer. Village Attorney, Anders Helquist, Rob Jones, Cedar Corporation, Robert Gunther and Rob Weldon were also present.

Public Comment: No public comment.

Minutes: Motion by Sayers, second by Campbell to approve the minutes from the May 21, June 19, and June 28, 2012 meetings and motion carried.

Committee Reports

PUBLIC WORKS: Project updates: Rob Jones with Cedar Corp. discussed the project update memo highlighting the Shay Street lift station, LaGranduer, Laser Drive, and Depot Street projects. Shay Street: Motion by Sicard, second by Krueger to approve pay request #2 for the Shay Street Lift Station in the amount of $ 115,685.30 to Haas and Sons. All members voted yes and motion carried. Parent Street Parking: Sicard discussed revising the bus stop ordinance for tubing buses. Spring Street: Sicard stated that Public Works is looking at warranty options with Fahrner for Spring Street.

Driveway Permit: Motion by Sicard, second by Krueger to deny the driveway permit for 820 and 830 Rivard Street. All members voted yes and motion carried.

Village Park Survey: Motion by Sicard, second by Johnson to table the park survey contract and motion carried. Vactor Truck Purchase: Motion by Sicard, second by Krueger to approve the purchase and trade in of a Vactor truck in the amount of $68,000 from Mac Queen equipment with funds to come from sewer equipment replacement fund . All members voted yes and motion carried. Street Painting: Motion by Sicard, second by Krueger to approve the street painting bid submitted by Fahrner in the amount of $3,475.00. All members voted yes and motion carried.

PUBLIC SAFETY: Operators Licenses: Motion by Sayers, second by Palmer to approve the operator’s licenses as listed for 2012-13 and motion carried.

Picnic Beer License: Motion by Sayers, second by Carufel to approve the Picnic Beer License for the Somerset Hockey Association for July 20, 21, and 22, 2012 at the Village Park and motion carried. Police Addition: Motion by Sayers, second by Sicard to approve pay request #3 for the police addition to Ross and Associates in the amount of $35,731.05 and $3,151.97. All members voted yes and motion carried.

Police Phone lines and computer lines: Sayers stated that they are looking at bids to install the telephone and computer lines in the addition.

PLAN COMMISSION: Conditional Use Permit: Motion by Johnson, second by Sayers to approve the conditional use permit for Baillargeon to park cars during events contingent upon submission of site plan. All yes and motion carried. Motion by Sicard, second by Sayers to strike no. 10 on the permit and motion carried.

FINANCE/PERSONNEL: Nothing to report.

FIRE/RESCUE: Palmer stated that there is nothing new to report.

New Business

Committee Appointments: Johnson appointed Bill Powers to the police review board. Motion by Sicard, second by Campbell to approve the appointment. All members voted yes and motion carried.

Sign Variance – Motion by Johnson, second by Krueger to approve the sign variance for Somerset Amphitheater and motion carried.

Driveway Permit Variance – Motion by Johnson, second by Sicard to approve the variance allowing for an 80’ driveway on the Somerset Amphitheater site and motion carried.

Apple River Hide-a-way: The board discussed outstanding issues from the June meeting. Johnson stated that Kappers had expressed approval from Plourde to cross their property to access buses. The bus stop ordinance is to be located 565’ from the east end of the Apple River Bridge. The permit process for the Bus Stop must be followed. The village board will review ordinances over the winter. The resident that lives at 120 Parent Street expressed some concerns about tubing pick up at that location. Gunther presented a letter from the WI DOT regarding the access road, which stated that the road can only be used by emergency vehicles and utilities. Johnson stated that at this time the village would not be obtaining a survey of the park for boundary lines.

Bills: Motion by Krueger, second by Campbell to approve the village, water and sewer bills in the amount of $364,431.47 and motion carried.

Adjourn: Motion by Carufel, second by Sayers to adjourn and motion carried. Adjournment: 8:10 p.m.
