TOWN OF STAR PRAIRIE
PUBLIC HEARING ON PROPOSED ORDINANCE IMPOSING
A MORATORIUM ON THE EXPANSION AND ESTABLISHMENT
OF NON-METALLIC MINING OPERATIONS WITHIN
THE TOWN OF STAR PRAIRIE
The Town of Star Prairie Board will conduct a public hearing on Tuesday, December 4, 2012 at 7:10 p.m. at the Town Hall, 2118 Cook Drive, Somerset, WI, 54025, for the purpose of discussing:
Proposed moratorium on the expansion of existing or establishment of new non-metallic mining operations for a period of twelve (12) months from the date of enactment. The moratorium will apply to all real property within the Town of Star Prairie. The moratorium ordinance provides that the Town Plan Commission and Board will conduct a review of existing Town ordinances and the Town Comprehensive Plan for adequacy and thoroughness in addressing the public health, safety and welfare concerns and environmental impacts that such operations entail.
The Town Board recognizes that such operations have been rapidly expanding in Wisconsin and that they can have significant impacts on Town infrastructure. The Town Board believes that existing Town infrastructure is likely inadequate to withstand such impacts without significant degradation and damage to that infrastructure. The Town Board proposes this moratorium to give it time to examine the potential negative impacts of such operations and to determine whether such operations are consistent with the Town Comprehensive Plan, and if so, to establish regulatory and licensing procedures which are adequate to protect the public health, safety and welfare of Town residents.
