Thursday, November 8th, 2012

Public Budget Hearing: Chairman Schachtner called the Public Budget Hearing to order at 7:30 p.m. Town Board members present: Doug Plourde, Lenny Germain, Larry Rauch, Shane Demulling, Ed Schachtner. Also present, auditor Steve Scheidler (LarsonAllenClifton). Scheidler presented the proposed 2013 budget. Proposed Town levy is $692,316. Town taxes based on $100,000 assessed value would be $207.28. Mill rate $2.0727/per $1,000 value; same as the last three years. Motion by Bill Lawson, seconded by David Schachtner to close the public hearing. Motion carried.

Special Town Meeting of the Electors: Chairman Schachtner called the Special Town Meeting of the Electors to order at 7:55 p.m.

• Approval of the total highway expenditures for 2013 of $649,985: Motion by Bill Lawson, seconded by David Schachtner to approve $649,985 as the total 2013 highway expenditures. Motion carried. 2 yeas; 0 nays.

• Adoption of 2012 Town Tax Levy of $692,316 to be paid in 2013: Motion by Bill Lawson, seconded by David Schachtner to approve adoption of the 2012 Town tax levy of $692,316. Motion carried. 2 yeas; 0 nays.

• Establish compensation of elected Town officials for the terms of office to begin in April 2013: Motion by Bill Lawson, seconded by David Schachtner to establish the compensation of the elected Town officials for terms of office to begin April 2013, at the current rate with no increase. Motion carried. 2 yeas, 0 nays.

• Authorize the Town Board to hire Town Officers as employees of the Town and set the hourly rate: Motion by Bill Lawson, seconded by David Schachtner to hire Town Officers as employees of the Town (part time/snow removal) and set the hourly rate at $20.00 per hour with no benefits. Motion carried. 2 yeas, 0 nays.

Motion by Bill Lawson, seconded by David Schachtner to adjourn the Special Town Meeting at 8:00 p.m. Motion carried.

November Town Board Meeting: Chairman Schachtner called the meeting to order at 8:00 p.m. at the Town Hall. Present were Germain, Demulling, Plourde, Rauch and Schachtner. The Pledge of Allegiance was recited. Motion by Germain, seconded by Demulling to approve the agenda. Motion carried. Public input-Bill Lawson reported that the Haunted Hall event at the Old Town Hall was very well attended and everyone had a good time.

Clerk’s & Treasurer’s Report: Motion by Plourde, seconded by Demulling to approve the October 3rd meeting minutes. Motion carried. Motion by Rauch, seconded by Germain to approve the October financial report. Motion carried.

Building Inspector’s Report: Motion by Plourde, seconded by Rauch to approve the Building Inspector’s report for October. Motion carried.

Animal Control Report: Motion by Demulling, seconded by Rauch to approve the October Animal Control report. Motion carried.

Fire/Rescue Commission Report: Plourde read the report from Belisle. 29 calls in October. 319 calls so far in 2012 compared to 296 in 2011. Open House was successful. Looking to purchase a new truck in 2014. Motion by Germain, seconded by Demulling to approve the Fire/Rescue Commission report. Motion carried.

Parks & Rec Committee Report - Consider Approval of Park & Rec Plan: Discussion on the Census figures being too low. Motion by Plourde, seconded by Rauch to approve the updated Town of Somerset Park & Recreation Plan as provided with the stipulation that the population forecast, household forecast and household trend are updated to current figures. Motion carried.

Planning Committee Report: Committee is working with Parks & Rec Committee on mitigation application and possible projects. Rauch reported on last meeting with Theresa Johnson and Stevens Engineering emphasizing extra consideration given to intergovernmental projects. Next meeting with mitigation group is in January.

Old Business: None.

New Business - Resolution 2012-02 Adopting Park & Rec Plan: Motion by Demulling, seconded by Plourde to adopt Resolution 2012-02 Park & Rec Plan. Motion carried.

Acceptance of 2013 Budget: Motion by Rauch, seconded by Germain to accept the 2013 budget. Motion carried.

Consideration of Changing December Transportation & Facilities Meeting and Town Board Meeting Dates: Motion by Plourde, seconded by Demulling to change the Transportation & Facilities meeting to Monday, December 3 at 9 am and the Town Board meeting to Wednesday, December 12th at 8 pm. Motion carried.

Machinery - Consider Loader Purchase: Motion by Plourde, seconded by Germain to authorize the Town Chairman and either Germain or Demulling to purchase a used loader not to exceed $45,000, if one should come available. Motion carried.

Request - Extend Payment Plan for Twin Springs Vandalism until November 26, 2012: Town Board consensus was to extend the payments until November 26, 2012.

Transportation & Facilities Committee Report: Committee did not meet due to Election. Next meeting in December.
