OCTOBER 17, 2012
Pursuant to due call and notice thereof, posted 10/16/2012, the Star Prairie Village Board met in special session on 10/17/2012 at 6:00 p.m. in the Community Center. The meeting was called to order by President Gibson. Roll call. Members Present: Trustees Chris Boardman, Gary Peterson and President Greg Gibson; Trustee Bruce A. Johnson arrived at 6:03 p.m. Absent: Andrew Marrier.
Trustee Peterson moved to approve the agenda as presented seconded by Trustee Boardman and motion carried.
Trustee Boardman moved to approve disbursements in the amount of $12,825.62 (dollars), seconded by Trustee Peterson. Roll call vote, 4-0 and motion carried.
NEW BUSINESS
Water Fund Loan Amortization Schedule Options
Trustee Boardman moved to accept the amortization schedule options for State Trust Fund loan #02012086.01 with an additional payment of $91,750.00 (dollars) and refinance AnchorBank Commercial loan at 2.750% nominal annual rate as presented, seconded by Trustee Johnson. Roll call vote, 4-0 and motion carried.
Application(s) for “Operator’s” License
Trustee Boardman moved to approve the “Operator’s” license application for Stacy Carlson for the Friendly Bar, seconded by Trustee Peterson. Roll call vote, 4-0 and motion carried.
2013 Budget
Closed Session
Trustee Johnson moved to go into Closed Session pursuant to 19.85(1)(c) Wis. Statutes consider compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility -- employee wages, seconded by Trustee Boardman. Roll call vote, 4-0 and motion carried.
Open Session
Trustee Boardman moved to go into open session seconded by Trustee Johnson. Roll call vote, 4-0 and motion carried. President Gibson stated the Board consensus is the following for 2013 wages; Maintenance Operator and Clerk/Treasurer a 3% increase in hourly wage, Chief of Police and Part Time Maintenance a 2% increase in hourly wage, Patrol Officers and Part Time Office six month review in June/July with a possible 2% increase (not retroactive) and Municipal Judge and Clerk of Court’s wages staying at the current monthly rate.

Trustee Peterson moved to adjourn seconded by Trustee Boardman and motion carried. The meeting adjourned at 8:05 p.m.
