Town Board Meeting Minutes
Wednesday,
December 12, 2012
Chairman Schachtner called the meeting to order at 8:00 pm at the Town Hall. Present were Germain, Demulling, Plourde, Rauch and Schachtner. The Pledge of Allegiance was recited. Motion by Plourde, seconded by Germain to approve the agenda. Motion carried. Public input-Rita Lawson asked about snowplowing on County Road I.
Clerk’s / Treasurer’s Report: Motion by Rauch, seconded by Demulling to approve the November minutes. Motion carried. Motion by Demulling, seconded by Plourde to approve the November Financial Report. Motion carried.
Building Inspector’s Report: Motion by Plourde, seconded by Rauch to approve the Building Inspector’s Report. Motion carried.
Animal Control Report: Motion by Germain, seconded by Rauch to approve the Animal Control Report. Motion carried.
Fire/Rescue Commission Report: Plourde read the report from Belisle. 26 calls for November. 345 calls so far in 2012 compared to 326 at this time in 2011. Planning for new engine purchase in 2014.
Parks & Rec Committee Report - St. Croix River Bridge Crossing: Changes to Park Plan have been completed. Working on mitigation project.
New Business - Somerset Youth Athletic Association - Request for Class “B” Picnic/Gathering License at Ice Fishing Contest on Bass Lake January 26, 2013: Motion by Plourde, seconded by Demulling to approve a Class “B” Picnic/Gathering License to Somerset Youth Athletic Association for the Ice Fishing Contest to be held January 26, 2013 (Inclement Weather Date: February 23, 2013) at Bass Lake, 745-153rd Ave. Motion carried.
John & Bryce Montpetit - Request for Waiver from Design Standards of 66’ Road Frontage for Lot and Request to Approve 1 Lot CSM off of 58th Street: Doug Zahler/S & N Land Surveying presented the 1 Lot CSM off of 58th Street. Property is zoned Agriculture. Planning Commission has not approved this map or made a recommendation to the board. Rauch questioned how access easement would be recorded. If easement is deeded to the property, the easement stays with the property. If the easement is deeded to the person, it would stay with the person. Rauch stated the easement is not included in the lot, therefore, the lot does not have 66’ of road frontage off of 58th St. County and Town require 66’ of road frontage on a lot that is being created. Discussion on extending 58th St. approximately 400’ and deeding it to the Town as a public road and include the access easement in the Lot 1 acreage to meet the 66’ of road frontage requirement. Discussion on making the access easement part of Lot 1 and having Bryce Montpetit deed John Montpetit an easement off of the lot. Discussion on mapping a future road of approximately 400’ and future plan for deeding that to the Town for a public road when property is subdivided beyond two lots. After a lengthy discussion, the third option seemed most preferable. The applicant was advised to bring a new map into the Planning Commission with the proposed future road mapped off 58th St. extending approximately 400’, with the access easement coming off of the approximately 400’ section to the south. A design waiver to the 66’ of road frontage to Lot 1 would also have to be presented. Town Board meeting in January - request to grant a design waiver to the 66’ of road frontage requirement on Lot 1 and mapping of future town road off of 58th Street to be considered in approval of the CSM, as well as making a recommendation to the County.
Planning Commission Report: Commission working on St. Croix River mitigation funds.
Transportation & Facilities Committee Report: Schachtner reported on last meeting-Jerry Sandahl requested a visit for a driveway issue, sign reflectivity, road projects for 2013, road equipment was discussed and performance reviews were performed.
