VILLAGE OF STAR PRAIRIE

BOARD PROCEEDINGS

NOVEMBER 14, 2012

Pursuant to due call and notice thereof, posted November 13, 2012, the Star Prairie Village Board met in the Community Center at 7:00 p.m. on November 14, 2012. The meeting was called to order by President Gibson. Roll call; members present: Trustees Gary Peterson, Bruce A. Johnson, Chris Boardman, and President Greg Gibson. Absent: Andrew Marrier

Trustee Peterson moved to approve the agenda as presented, seconded by Trustee Boardman and motion carried.

Trustee Boardman moved to approve the minutes for October 3, 17 and 24, 2012 as presented seconded by Trustee Johnson and motion carried.

Trustee Boardman moved to approve the September 2012 Treasurer’s report as presented, seconded by Trustee Peterson and motion carried.

Trustee Boardman moved to approve the disbursements in the amount of $30,265.69 (dollars), seconded by Trustee Peterson. Roll call vote; 4-0 and motion carried.

REPORTS

Police

The October 2012 Police Report was submitted by Chief Lewis (on file).

Maintenance

Brody Larson presented the October 2012 Maintenance Report (on file).

Park Committee no report

Building and Zoning

Brian Wert Inspection Agency Building Inspector’s October 2012 report; Permit 12-105 Brent Volkert, 812 Bridge Avenue for new home.

Public Works Committee – no report

NEW BUSINESS

Rural Mutual Insurance Company

Tom Jenkins, Rural Mutual Insurance agent reviewed coverage and amounts with a 2% inflation value on all structures and adding F-834 equipment and vehicle rental for 2013. Trustee Johnson moved to approve Rural Mutual Insurance Company 2013 proposal with the changes as discussed, seconded by Trustee Boardman. Roll call vote, 4-0; motion carried.

State certified UDC Building Inspector

Trustee Johnson moved to approve renewal of Brian Wert Inspection Agency Inc., Independent Contractor as the Village of Star Prairie, UDC Building Inspector, per signed contractor agreement for a term of one year, seconded by Trustee Peterson. Roll call vote, 4-0; motion carried. The permit fees will stay the same for 2013.

Apple River Water Main Crossing Project

Trustee Boardman moved to approve A-1 Excavating contractor’s application for payment No. 1 in the amount of $91,569.30 (dollars), for Apple River Water Main Crossing project, seconded by Trustee Peterson. Roll call vote, 4-0; motion carried.

Trustee Johnson moved to approve acceptance of Certificate of Substantial Completion for Apple River Water Main Crossing with October 15, 2012 date of substantial completion, seconded by Trustee Peterson. Roll call vote, 4-0; motion carried.

Public Service Commission of Wisconsin Application

Public Fire Protection Services

Trustee Peterson moved to approve recovering the 2013 annual Public Fire Protection charge in the amount of $38,349 (dollars) through property taxes, seconded by Trustee Boardman. Roll call vote, 4-0; motion carried.

Reconnection Charges

Trustee Boardman moved to approve increasing the reconnection charge during normal business hours to $40.00 (dollars) and after normal business hours to $80.00 (dollars), seconded by Trustee Johnson. Roll call vote, 4-0; motion carried.

Water Lateral Installation Charge

Trustee Boardman moved to change the water lateral installation charge for ¾ inch or 1-inch copper water service to actual cost, seconded by Trustee Johnson. Roll call vote, 4-0; motion carried.

Village Christmas Tree Lighting & Santa Day

Trustee Peterson moved to set the Tree Lighting for December 2, 2012 at 6:00 pm and Santa Day for December 15, 2012, seconded by Trustee Johnson. Roll call vote, 4-0; motion carried.

Set/change December Board meeting date

Trustee Johnson moved to change the meeting date to December 12, 2012 at 7:00 p.m., seconded by Trustee Boardman. Roll call vote, 4-0 and motion carried.

Ordinance Amending the Village Building Code

Trustee Johnson moved to adopt An Ordinance Amending the Village Building Code, Sections 15-1-1 through 15-1-6 of the Village of Star Prairie Code of Ordinances seconded by Trustee Boardman. Roll call vote, 4-0; motion carried.

Trustee Boardman moved to adopt An Ordinance Amending the Village Building Code, Section 15-1-14 Penalties and Violations of the Village of Star Prairie Code of Ordinances seconded by Trustee Johnson. Roll call vote, 4-0; motion carried.

Closed Session

Trustee Boardman moved to go into Closed Session pursuant to 19.85(1)(c) Wis. Statutes consider compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility -- employee reviews, seconded by Trustee Johnson. Roll call vote, 4-0 and motion carried.

Open Session

Trustee Boardman moved to go into open session, seconded by Trustee Peterson. Roll call vote, 4-0 and motion carried.

Public Comment – none

Adjournment

Trustee Peterson moved to adjourn, seconded by Trustee Johnson and motion carried. The meeting adjourned at 8:45 p.m.
