President Johnson called the regular to order at 7:00 p.m. Present: Jeffrey Johnson, Bob Campbell, Bob Krueger, Dave Carufel, Greg Sayers, and Bartt Palmer. Village Attorney, Anders Helquist, and Robert Gunther were also present. Absent: Ryan Sicard.

Public Comment: No public comment.

Minutes: Motion by Sayers, second by Campbell to approve the minutes from the November 13, 2012 meeting and motion carried.

Committee Reports

PUBLIC WORKS: Project updates: Krueger discussed the December meeting report and commended Public Works on a good job of snow plowing during the last snow storm. Shay Street Pay Request: Motion by Krueger, second by Sayers to approve the Haas and Sons pay request #4 in the amount of $26,561.83 for the lift station. All members voted yes and motion carried. 2013 Water and Sewer Budget: Motion by Krueger, second by Sayers to approve the water and sewer budgets for 2013 and motion carried.

PUBLIC SAFETY: Operators Licenses: Motion by Sayers, second by Campbell to approve the operator’s licenses for Robert Bruber and Daniel Petherbrigde and motion carried. Picnic Beer License: Motion by Sayers, second by Campbell to approve the picnic beer license for Somerset Hockey Association for Dec. 21, 2012 and motion carried.

Class B Liquor/Beer License Quota Ordinance: Sayers discussed the state statute quota. Helquist discussed the village ordinance in relationship to existing state statute. The board sent the issue back to public safety for possible ordinance revisions.

Computer Purchase: Motion by Sayers, second by Palmer to approve the purchase of three desk top computers for Public Safety in the amount of $2,646 all yes and motion carried.

PLAN COMMISSION: Somerset Mini-Storage: Motion by Johnson, second by Sayers to amend the Somerset Mini-Storage conditional use permit allowing for review of changes to the existing site plan. All members voted yes and motion carried.

FINANCE/PERSONNEL: Resolution 2012-07: Motion by Johnson, second by Krueger to adopt resolution 2012-07 extending the temporary reorganization of the Public Works Dept. for six months. All yes and motion carried. 2012-04 Tax Levy: Motion by Johnson, second by Krueger to approve the 2012 Tax Levy in the amount of $1,298,655 and motion carried. 2013 Wages: Motion by Johnson, second by Sayers to approve a 1.5% wage increase for Public Works Employees for 2013 in lieu of the onetime 2% stipend as previously approved. All members voted yes and motion carried.

2013 Holiday Schedule: The village board reviewed 2013 Holiday Schedule.

Employment Agreements: Motion by Johnson, second by Carufel to approve employment contracts for the Clerk, Treasurer, and Police Chief and motion carried.

2013 Insurance Rates: Motion by Johnson, second by Sayers to approve the 2013 insurance rates and motion carried. 2013 Employee Handbook Revisions: Motion by Sayers, second by Campbell to approve the 2013 employee handbook revisions and motion carried. Court Technology Fund: Motion by Johnson, second by Krueger to dissolve the court technology fund in 2013 and motion carried. Computer Purchases: Motion by Johnson, second by Palmer to approve the purchase of three computers for the administration in the amount of $3,570 and motion carried.

FIRE/RESCUE: Palmer updated the board on the Fire/Rescue Department.

New Business

Notice of Claim: The clerk explained that the Village was served a notice of claim regarding 320 Tower Road in the industrial park. As a result the village will be releasing a satisfaction of mortgage for the property because the owner has met the requirements in the developer’s agreement.

Appointment of Clerk: President Johnson appointed Pamela Donohoe as Village Clerk/Economic Development Director/Deputy Treasurer. Motion by Carufel, second by Krueger to approve and all members voted yes and motion carried.

Appointment of Treasurer: Johnson appointed Andrea Otto as Village Treasurer/Deputy Clerk. Motion by Krueger, second by Campbell to approve the appointment and all members voted yes and motion carried.

Election Inspector: Johnson appointed Richard Kohler, Kay Walsh, and Michelle LeQue as election inspector. Motion by Sayers, second by Campbell to approve the appointments and all members voted yes and motion carried.

Bills: Motion by Krueger, second by Carufel to approve the village, water and sewer bills in the amount of $241,716.35 and motion carried.

Adjourn: Motion by Palmer, second by Sayers to adjourn and motion carried. Adjournment: 7:55 p.m.
