President Johnson called the regular meeting to order at 7:00 p.m. Present: Jeffrey Johnson, Bob Campbell, Ryan Sicard, Greg Sayers, and Bartt Palmer. Village Attorney, Anders Helquist, Rob Weldon and Robert Gunther were also present. Absent: Dave Carufel and Bob Krueger.
Public Comment: Karl Skoglund questioned the Class B license quotas on the agenda. Don Kern stated concerns about the interim conditional use permit. He asked the aboard if the following issues were addressed: garbage, stronger security, fencing, noise after the concert, and hours of concert. Jeff answered Don’s questions.
Somerset School District Referendum: Robert Gunther and Tim Witzman discussed the School District referendum that will be on the April 2, 2013 ballot. $1,000,000 of debt is retiring and the referendum will provide for additions to buildings without increasing tax revenues.
Minutes: Motion by Palmer, second by Campbell to approve the minutes from the January 15, 2013 meeting and motion carried.
PUBLIC WORKS: Project updates: Patrick Beilfuss updated the board on TIF projects. Lawn Mowing Contract: Motion by Sicard, second by Sayers to approve the contract with Complete Lawn Care for a period of three years with the village attorney revisions. Motion carried. Mutual Aid Agreement with Town of Somerset: Motion by Sicard, second by Sayers to table the agreement and motion carried. Survey: Motion by Sicard, second by Campbell to approve the quote for Cedar Corp. to survey the village park in the amount of $3.500. Motion carried. Tool Cat Bids: Motion by Sicard, second by Johnson to approve the purchase and trade-in of a tool cat with attachment in the amount of $21,646.22 and $1,750 with funds to come from parks capital outlay. All members voted yes and motion carried. Alum Pump Replacement: Motion by Sicard, second by Sayers to approve the purchase of a new alum pump at the treatment plant in the amount of $2,730 from the equipment replacement fund. All members voted yes and motion carried.
PUBLIC SAFETY: Interim Conditional Use Permit Concerts: Sayers read the proposed changes to the interim conditional use permit. Motion by Sayers, second by Palmer to approve the changes to the interim conditional use permit for events. All members voted yes and motion carried. Class B Beer License Quota Ordinance: Sayers read the ordinance changes. Motion by Sicard, second by Campbell to approve ordinance A-605 amending the Class B beer license quotas. All members voted yes and motion carried.
FINANCE/PERSONNEL: St. Anne’s Tax Bill: Motion by Johnson, second by Sicard to approve paying the St. Anne’s property tax bill error of $510.90 plus county fees. Motion carried.
FIRE/RESCUE: Chief Belisle updated the board on the Fire/Rescue Department.
Closed session: Motion by Johnson, second by Sicard to convene to closed session as per ss 19.85(1)(e) for the purpose of deliberating regarding the potential lease terms at Village Park, the deliberations of which are required for competitive or bargaining reasons. All members voted yes and motion carried.
Open: Motion by Sayers, second by Johnson to reconvene to open meeting and motion carried.
Claim: Motion by Sicard, second by Sayers to adopt resolution 2013-01 disallowing the Nolen claim of negligence. All members voted yes and motion carried.
Bills: Motion by Sayers, second by Sicard to approve the village, water and sewer bills in the amount of $1,876,199.31 and motion carried.
The next Village Board meeting will be held on March 26, 2013.
