FEBRUARY 6, 2013
Pursuant to due call and notice thereof, posted 2/05/ 2013, the Star Prairie Village Board met in the Community Center at 6:00 p.m. on February 6, 2013. The meeting was called to order by President Gibson. Roll call; members present: Trustees Gary Peterson, Bruce A. Johnson, Chris Boardman, and President Greg Gibson. Absent: Andrew Marrier. Also present attorney Tim Scott. Trustee Peterson moved to approve the agenda, seconded by Trustee Boardman and motion carried.
Local Officials Meeting
WI DOT STH 65 Mill and Overlay Resurfacing Project
Beth Cunningham, PE, with WisDOT and Ryan Arnold, PE with Becher Hoppe Associates gave a brief presentation of the project over view and displayed preliminary plan sheets of the proposed improvements. The parking lanes will be paid for entirely by the Village. WisDOT will pay for curbing, handicap ramps and pavement marking at Bridge Avenue. The Village will be responsible for maintenance of ramps and pavement marking. If the Village would like pavement marking on other areas in the village, WisDOT can include in the project and a State Municipal Agreement (SMA) with the Village would stipulate they are responsible for the cost for reimbursement to WisDOT. The project is scheduled for construction in the summer of 2016 with the potential of construction being advanced to 2014.
Trustee Boardman moved to approve the minutes from the January 9, 2013 and January 15, 2013 meetings, seconded by Trustee Peterson and motion carried.
There was no Treasurer’s report.
Trustee Johnson moved to approve the disbursements in the amount of $53,109.01 (dollars), seconded by Trustee Peterson. All members voted yes and motion carried.
REPORTS
Police - Chief Lewis submitted the January 2013 Police Report (on file).
Maintenance - Brody Larson presented the January 2013 Maintenance Report (on file). The Board consensus was to approve Brody Larson’s request to attend the WRWA Technical Conference from March 19 to March 22, 2013.
Park Committee – no report
Building and Zoning - Building Inspector’s Report for the month of January 2013 no permits issued.
Public Works Committee – no report
NEW BUSINESS
W.W. Goetsch Proposal
Trustee Johnson moved to approve W.W. Goetsch proposal for new sealing flanges at a cost of $457.00 (dollars) per pump for parts only for Lift Station #1, pumps #1 and #2 and Lift Station #2, pumps #1 and #2, seconded by Trustee Peterson. All members voted yes and motion carried. The cost for new sealing flanges to come from the sewer fund.

No additional information presented. No action taken.
Ordinance Amending Responsibilities of Chief of Police
Trustee Johnson moved to approve Ordinance Amending the Ordinance Addressing the Responsibilities of the Chief of Police for the Village of Star Prairie, seconded by Trustee Boardman. All members voted yes and motion carried.
The Village Board of the Village of Star Prairie does ordain as follows:
Chapter 1 Law Enforcement

Sec. 5-1-4 Responsibilities of Chief of Police
(a) Duties. In addition to the duties imposed upon him elsewhere in this Code of Ordinances, Chief of Police shall:

(5) Subject to review by and approval of the Village Board, have control of the assignment, hours of duty, and transfer of all members of the Department.
Closed Session
Trustee Peterson moved to go into Closed Session pursuant to 19.85(1)(c) Wis. Statutes consider compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility -- employee reviews, seconded by Trustee Boardman. All members voted yes and motion carried.
Open Session
Trustee Peterson moved to go into Open Session seconded by Trustee Johnson. All members voted yes and motion carried.
Set special meeting date
Trustee Peterson moved to set a special meeting for February 26, 2013 at 5:00 p.m. to complete employee reviews, seconded by Trustee Johnson and motion carried.
Fluoride Treatment System Installation
Trustee Boardman moved to set a Public Hearing for April 10, 2013, to discuss possible fluoridation of the Village of Star Prairie water supply seconded by Trustee Peterson. All members voted yes and motion carried.

Adjournment
Trustee Boardman moved to adjourn, seconded by Trustee Peterson and motion carried. The meeting adjourned at 7:38 p.m.
