THE COMMON COUNCIL OF THE CITY OF NEW RICHMOND DOES ORDAIN AS FOLLOWS:
Section 1. Section 117-20.A of the City Code (Subdivision Ordinance Certified Survey Map) is hereby amended to read as follows:
A. Application. A request to subdivide by use of a certified survey map shall be prepared, processed, reviewed and recorded in accordance with Wisconsin Statutes 236.34 and this Ordinance.
Section 2. Section 117-20.B.1 of the Subdivision Ordinance (Certified Survey Map) is hereby amended to read as follows:
B. Use of certified survey map.
1. When it is proposed to divide an existing parcel or lot of record into not more than 4 lots or outlots, as well as dedication of public rights-of-way and easements, the subdivider may request to subdivide by use of a certified survey map, prepared in accordance with Wisconsin Statutes 236.34 and the requirements of this Ordinance.
Section 3. Section 121-36 of the Zoning Ordinance (Zoning Districts) is hereby amended to add the following provision:
G. All parcels hereafter annexed to the City that are not shown on the Zoning Map shall automatically, upon annexation, be classified within the Z1 District and shall be subject to all regulations, notations, references and conditions as are applicable to said district until such time that a determination may be made as to the proper zoning district classification for such parcels and an amendment can be made to that effect.
Section 4. Table 7.d of the Zoning Ordinance (Z4 District) is hereby amended to repeal the following provisions:
* Attached garages may be placed at Principal Front Setback of the Principal building if the following conditions exist:
1- the garage architectural style is the same as the principal building
2 - the garage door color is the same as the major color of the principal building, and
3 - an additional shade tree is planted in the front yard
Section 5. Section 121-48.A.3 of the Zoning Ordinance (General Performance Standards) is hereby amended to add the following provisions:
c. Outdoor sales display:
(i) Retail sales, service, or rental is an allowed use within the applicable zoning district.
(ii) The outdoor display area is surfaced with asphalt, concrete, or pavers.
(iii) The outdoor display area does not take up designated parking stalls required by Section 121-52 of the Zoning Ordinance.
(iv) The display area is fenced and/or screened from view of neighboring residential uses in compliance with Section 121-55 of the Zoning Ordinance.
(v) The outdoor display area shall comply with the lot coverage and setback provisions for the applicable zoning district.
Section 6. Section 121-56.D of the Zoning Ordinance (Accessory Structures) is hereby amended to read as follows:
D. Accessory structures for commercial, industrial and institutional uses shall not occupy more than 30 percent of the lot area, except as allowed by conditional use permit.
Section 7. Section 121-56 of the Zoning Ordinance (Accessory Buildings) is hereby amended to add the following provision:
G. Accessory structures used for agricultural purposes on farms shall be exempt from the area limits, height restrictions, and building type and construction standards of this Ordinance.
This ordinance shall take effect immediately upon its passage and publication as provided by law.
