SPECIAL COUNCIL MEETING MINUTES
JUNE 26, 2017 - 6:00 P.M.
Mayor Horne opened the meeting by announcing that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, the New Richmond News, and to all news media who have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk's office. Anyone desiring information as to forthcoming meetings should contact the City Clerk's office.
Roll call was taken.
Members Present: Mayor Horne, Alderman Kittel, Ard, Jackson, Montello, Volkert and Zajkowski
The Pledge of Allegiance was recited.
Alderman Zajkowski moved to adopt the agenda as presented, seconded by Alderman Kittel and carried.
Class A Liquor Licenses & Next Steps
Beth Thompson explained the memo, dated June 22, 2017, stating that Council approved changing the quota for Class A Liquor and Beer licenses to one per 1,750 in population. Staff was then directed to bring a policy and/or ordinance back to the Council for issuing the licenses as they become available. Beth presented policies from other municipalities for dealing with Class A licenses. Considerable discussion followed. It was the consensus of the Council to amend the ordinance at the August or September work session basing the number of licenses on 1 per 1,750 in population. They will also discuss additional criteria to be considered when issuing additional licenses. Council members should get their criteria suggestions to Beth in the next two weeks.
Noah Wiedenfeld discussed the proposed changes to the weed ordinance and fee schedule. There was considerable discussion regarding natural landscaping; the definition and the approval of a specific number of neighbors. There was also discussion regarding the amount of time to be given to property owners who have not mowed their lawn. Noah will make changes to the ordinance as discussed and bring it back to the July Council meeting.
Comprehensive Plan Update
Beth Thompson gave an update on the Comprehensive Plan process. HKGI will be writing the actual document and Todd Streeter will be doing the community engagement portion of the process. Both contracts will come to the Council on July 10, 2017 for approval. Mike Darrow stated that funds will be transferred from the capital projects fund for 2017 to help pay for the process. The breakdown of costs is as follows:

Mike Darrow congratulated Noah Wiedenfeld for earning the "Future's Award" from the Wisconsin City Managers Association. Noah is an amazing asset to our staff.
Alderman Ard moved to adjourn the meeting, seconded by Alderman Zajkowski, and carried.
