BOARD PROCEEDINGS
JUNE 7, 2017
Pursuant to due call and notice thereof, posted June 6, 2017, the Star Prairie Village Board met in the Community Center at 7:00 p.m. on June 7, 2017. The meeting was called to order by Pro Tem President Chris Boardman. Roll call; members present: Trustees Craig Matthys, Dan Scheeringa, Dustin Howe and Chris Boardman; members absent: President Chad Peterson. Also present village attorney Tim Scott.
Trustee Howe moved to approve the agenda, seconded by Trustee Matthys and motion carried.
Public Comment – none
Trustee Howe moved to approve the minutes for April 12, and May 3, 2017 meetings, seconded by Trustee Matthys and motion carried.
Trustee Scheeringa moved to approve February 2017 Treasurer's report as presented, seconded by Trustee Howe and motion carried.
Trustee Scheeringa moved to approve the disbursements in the amount $28,810.83 (dollars), seconded by Trustee Howe. Roll call vote, all members voted yes and motion carried.
REPORTS
Police - Chief Lewis presented the May 2017 Police Report. (on file).
Maintenance - 2016 Consumer Confidence Report (CCR) data was sent on May 19, 2017 by regular mail.
Park Committee - Discussed planting pollinator seeds and placing erosion matting on the slope by the bridge at River Island Park.
Building and Zoning - Building Inspector's report for April 2017 issued the following permits: 100 Jewell Street, sign, 101 Main Street, fence/ door, and 413 Marc Street, alteration
Public Works Committee – no report
NEW BUSINESS
Plan Commission Recommendation
Auth-Consulting & Associates 2 Lot Certified Survey Map Concept Plan
Village engineer Angela Popenhagen, with Stevens discussed the concerns from the Plan Commission meeting for the Nelson property and reviewed the revised concept map that addressed many of those concerns with the Board. No action taken.
Village of Star Prairie Code of Ordinances
Trustee Matthys moved to approve placement of Village of Star Prairie Code of Ordinances on the village website with ordinance changes updated once a year by Alan Harvey, attorney with Community Code Service, seconded by Trustee Howe. Roll call vote, all members voted yes and motion carried.
Village of Star Prairie Stormwater Management Plan
Village engineer Angela Popenhagen, with Stevens presented a draft of the revised Stormwater Management Master Plan Goal. Dan Baumann with the DNR requested that the plan highlights water quality. A second paragraph was added to accomplish this request. Within the plan, there are objectives and recommendations to provide water quality improvements within existing and proposed ponds, revising and strengthening the Village's Stormwater Management and Erosion Control Ordinances, and review and implementation of Village activities and public outreach that address water quality. The Board consensus was the plan is acceptable and to proceed.
Application(s) for "Operator's" License
Trustee Scheeringa moved to approve the applications for "Operator's" License for Shawn Taylor and Jacqueline Berg, for Star Prairie Convenience, seconded by Trustee Matthys and motion carried.
Alcohol Beverage License Application(s) for the license period beginning July 1, 2017 ending June 30, 2018
Trustee Scheeringa moved to approve Captain O's Inc., doing business as Apple River Inn, Class "B" Beer and "Class B" Liquor renewal application, seconded by Trustee Matthys and motion carried.
Trustee Howe moved to approve Friendly Bar, Inc. doing business as Friendly Bar & Grill Class "B" Beer and "Class B" Liquor renewal application, agent: Margaret Siedow, seconded by Trustee Scheeringa and motion carried.
Trustee Scheeringa moved to approve Fonda's Inc., doing business as Star Prairie Sports Bar & Grill, Class "B" Beer and Reserve "Class B" Liquor renewal application, agent: Linda Gibson, seconded by Trustee Howe and motion carried.
Trustee Howe moved to approve Sport 'N Bike, Inc., doing business as Russell’s Sport 'N Bike, Class "A" Beer renewal application, agent: Richard Connors, seconded by Trustee Scheeringa and motion carried.
Trustee Howe moved to approve Star Prairie Convenience Inc., Class "A" Beer and "Class A" Liquor renewal application, agent: Brian Cloutier, seconded by Trustee Matthys and motion carried.
Trustee Scheeringa moved to approve Richard Larson, doing business as Main Street, Class "B" Beer renewal application, seconded by Trustee Howe and motion carried.
Beer Garden Permits
Trustee Matthys moved to deny Captain O's Inc., DBA Apple River Inn, 101 Main Street, application for Beer Garden Permit for July 1, 2017 to June 30, 2018, until it meets fence requirement for garden area, seconded by Trustee Scheeringa. Roll call vote, all members voted yes and motion carried.
Trustee Howe moved to approve Friendly Bar Inc., 312 Main Street, application for a Beer Garden Permit for July 1, 2017 to June 30, 2018, seconded by Trustee Scheeringa and motion carried.
Trustee Scheeringa moved to approve Fonda's Inc., DBA Star Prairie Sports Bar, 206 Main Street, application for a Beer Garden Permit for July 1, 2017 to June 30, 2018, seconded by Trustee Howe and motion carried.
Cigarette and Tobacco Products Licenses
Trustee Scheeringa moved to approve Captain O's Inc., DBA Apple River Inn, 101 Main Street, cigarette and tobacco products license application, seconded by Trustee Howe and motion carried.
Trustee Scheeringa moved to approve Fonda's Inc., DBA Star Prairie Sports Bar, 206 Main Street, cigarette and tobacco products license application, seconded by Trustee Howe and motion carried.
Trustee Howe moved to approve Friendly Bar Inc., 312 Main Street, cigarette and tobacco products license application, seconded by Trustee Scheeringa and motion carried.
Trustee Howe moved to approve Sport ‘N Bike, Inc., DBA Russell's Sport 'N Bike, 703 Jewell Street, cigarette and tobacco products license application, seconded by Trustee Scheeringa and motion carried.
Trustee Howe moved to approve Star Prairie Convenience Inc., 100 Jewell Street, cigarette and tobacco products license application, seconded by Trustee Matthys and motion carried.
Closed Session
Trustee Howe moved to go into closed session pursuant to 19.85(1)(c) Wis. Statutes consideration of employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility for Maintenance Operator employee review, seconded by Trustee Matthys. Roll call vote, all members voted yes and motion carried.
Open Session
Trustee Matthys moved to go into open session, seconded by Trustee Scheeringa. Roll call vote, all members voted yes and motion carried. Trustee Matthys moved to approve recommended wage increase to $19.75 an hour, retroactive to May 16, 2017 pay period for Maintenance Operator successful completion of ninety day probationary period, seconded by Trustee Howe. Roll call vote, all members voted yes and motion carried.
Adjournment
Trustee Matthys moved to adjourn, seconded by Trustee Howe and motion carried. The meeting adjourned at 8:20 pm.
